BASELINE CONDITIONS

Under the Water Pollution Control Ordinance (WPCO) in Hong Kong, Hong Kong waters are divided into 10 Water Control Zones (WCZ). Each WCZ has a designated set of statutory Water Control Objectives (WQOs) that set limits for different parameters within the WCZs.  In accordance with the WPCO, the Study Area of this assessment is located inside the Junk Bay WCZ and is in close proximity to the Eastern Buffer WCZ.

Baseline Water Quality

Potential water quality impact of a landfill includes the discharge of construction runoff into the nearby watercourses and marine waters, as well as the potential discharge of leachate into the surface and groundwater systems.  For the current SENT Landfill, treated effluent from the existing leachate treatment plant is discharged to the Tseung Kwan O Sewage Treatment Works (TKO STW).

Surface Water Conditions Two seasonal streams, namely S1 and S2, were recorded within the Study Area.  They are small in size and found to have limited water flows during the wet season and no water flows during the dry season.

Groundwater Conditions Both up-gradient and down-gradient wells were monitored once per week for a total of four consecutive weeks between June and July 2007. The results indicate that groundwater quality of the down-gradient wells are influenced by the influx of seawater.

Water Sensitive Receivers

Water Sensitive Receivers (WSRs) were identified according to guidance provided in the Environmental Impact Assessment Ordinance – Technical Memorandum (EIAO-TM) and the Hong Kong Planning Standard and Guidelines (HKPSG). The WSRs in the Study Area are presented below, these includes:

Inshore waters in Junk Bay and Joss House Bay
Clear Water Bay Country Park
Surface water including two seasonal streams
Groundwater
