Project Title: Felling of five Power Station Chimneys at Tsing Yi Power Station
Conditions under Section 5(12)

The Applicant shall implement all mitigation measures set out in the Project Profile and in the EIA Report on the Register, No EIA-133/BC, "Demolition of Tsing Yi Power Station - Non-Blasting Option: Volume II - Main Report", including:
- wetting of the site to reduce emission from debris impact;
- monitoring for dust generated during the demolition at the site boundary;
- mitigation measures to minimise potential water quality impacts as detailed in S5.6 of the EIA Report on the Register No EIA-133/BC;
- mitigation measures to avoid or minimise potential impacts associated with waste arising as detailed in S6.4 of the EIA Report on the Register No EIA-133/BC and the waste management plan attached as Annex C to the Project Profile;
- satisfactory completion of the Asbestos Abatement Plan previously approved by EPD and investigation and removal of any Asbestos Containing Materials in the Chimneys prior to the initiation of demolition;
- implementation of the environmental monitoring and audit programme set out in the EM & A Manual prepared for the project, as amended to reflect the changes in the demolition methodology;

The Applicant shall implement the following mitigation measures recommended by the Gas Authority (Electrical and Mechanical Services Department):
- the demolition of the chimneys are required to be carried out only when the inventory level of each of the 3 ESSO Hong Kong Ltd Liquefied Petroleum Gas (LPG) spheres is below 200 te. The Applicant shall liaise with ESSO to establish the periods during which it is possible to reduce the LPG inventory to the required levels and to arrange the timing of the demolitions accordingly;
- the Applicant shall arrange with ESSO for the testing of all fire-fightings systems installed in the ESSO Tsing Yi terminal immediately prior to the demolition being initiated as agreed with the Director of Fire Services. In the event that any fault is apparent in the fire-fighting systems, unless the Director of Fire Services deems the fire-fighting system to be adequate, the demolition shall be postponed until the fire-fighting system is made fully effective;
- the Applicant shall arrange with ESSO for all non-essential activites within the terminal to be suspended immediately before the demolition is initiated and for all non-essential personnel to be withdrawn to a safe area for the duration of the demolition process. The Applicant shall submit a list of activities considered essential and details of the operatives involved, with appropriate justifications and precautions to be taken for their safety, for approval by the Director of Fire Services and the Gas Authority at least 10 working days before the date of the demolition;
- The Applicant shall arrange with ESSO for all LPG road tankers to be removed from the terminal before initiation of demolition and to be taken outside the restricted area for the duration of the demolition process. If it is necessary for any LPG road tanker to be left unattended outside the terminal at anytime, then prior approval must be obtained from the Gas Authority for an alternative safe parking sites;
- the Applicant shall ensure that no barge, sea tanker or any other marine vessel is alongside the ESSO jetties or seawall, either taking on or transferring LPG into stock, whilst the demolition is in progress; and

The Applicant shall liaise with Mobil HK Ltd to work out the best way to implement the recommended mitigation measures in the Risk Assessment and the measures recommended by the Director of Fire Service as the Authority for transport, handling and storage of dangerous goods.
