Application for Approval to Apply Directly for an Environmental Permit
(Application No.: DIR-067/2002)
Project Title: Lam Tsuen Valley Sewage Pumping Station
Conditions Imposed under Sections 5(12) of the Ordinance
for Permission to Apply Directly for Environmental Permit
1. All mitigation measures set out in the Project Profile submitted with your application of 27 June 2002, shall be fully implemented.
2. The following mitigation measures shall be provided to minimize the chance of emergency sewage bypass discharging into Lam Tsuen River.
a. A standby pump, backup power supply, and twin rising mains.
b. Sewage retention facilities, with the provision of not less than 2 hours of peak sewage flow, to tank away the bypass sewage outside the water gathering grounds of Lam Tsuen River.
c. A telemetry system to send signals of irregularity or operational problem.
d. Drainage Services Department to notify Water Services Department immediately under such emergency sewage bypass situation.
3. All waste materials, including excavated materials shall be stockpiled inside the works site boundary and shall be removed from the site as soon as practicable before completion of construction works for proper disposal at the designated landfill sites to ensure proper disposal of wastes arising from construction activities.
4. The designs of colour scheme, finishes and texture of materials, etc. shall be properly conducted in detailed design stage to minimize the landscape and visual impacts.
Note:
Under Section 17 of the EIA Ordinance, the applicant may appeal to the Appeal Board against any of the above conditions within 30 days of the receipt of this notice of the Director’s decision.
