Apply Directly for Environmental Permit
1.
All measures described in the
Project Profile (No. PP- 313/2007) submitted by the project proponent on 3 April 2007 shall be fully implemented.
2.
To protect the secondary woodland
habitat as shown in Figure 3.2 of the Project Profile (No. PP- 313/2007), no
construction works shall be allowed on the surface ground of this habitat area.
3.
To protect the two natural
seasonal streams as shown in Figure 3.2 of the Project Profile (No. PP- 313/2007), there shall be no construction discharge into these
streams from the project.
4.
To mitigate the construction
noise impacts, the project proponent shall provide noise enclosure at the
portal area of the rock cavern as shown in Figure Annex B-1 of the Project
Profile (No. PP- 313/2007).
5.
The project proponent shall erect
hoarding for the Elliot Treatment Works as an additional mitigation measure to
further protect this Grade III historical building during the construction
stage of the project.
6.
The project proponent shall set
up and operate a community liaison office throughout the construction stage of
the project to receive and respond to complaints or enquiries on environmental
nuisances or pollution caused by the project and to follow up on the
implementation of remedial mitigation measures.
7.
To monitor the environmental
impact, the implementation of recommended mitigation measures and to answer potential
public enquiries, the project proponent shall implement environmental
monitoring and audit (EM&A) programme by carrying out baseline and impact
monitoring during construction stage.
The project proponent shall set up and maintain a dedicated web site to
place the monitoring and site auditing data throughout the construction
stage. An EM&A Manual shall be
submitted prior to commencement of the project.
8.
To monitor the disposal of
construction waste, prevent fly-tipping and maximize recycling of the excavated
rock material, the project proponent shall set up a recording system on the
amount of the waste/C&D material/rock material generated, recycled and
disposed of at various destination(s).
Note
Under section 17 of the EIA
Ordinance, the applicant may appeal to the Appeal Board against any of the
above conditions within 30 days of the receipt of this notice of the Director¡¯s
decision.
