Application for Permission to Apply Directly for Environmental Permit

Project Title : Asia-America Gateway (AAG) Cable Network, South Lantau

 

Conditions Imposed under Section 5(12) of the EIA Ordinance

for Permission to Apply Directly for Environmental Permit

 

1.      All measures described in the Project Profile (No. PP-331/2007) submitted by the Project Proponent on 5 October 2007 shall be fully implemented.

 

2.      No works within 500m of the Tong Fuk Gazetted Bathing Beach shall be carried from 1 April to 30 October (both dates inclusive) in order to avoid the peak bathing season.

 

3.      Near-shore baseline coral surveys by divers shall be carried out along the first 500m of the cable alignment of the Route S1 prior to the near-shore cable installation. Marine ecologists shall be engaged in the coral surveys to make recommendations, including cable re-alignment to avoid encroachment on coral colonies and coral translocation if cable re-alignment is not possible.

 

4.      Environmental Monitoring and Audit (EM&A) programme shall be implemented during construction stage to monitor the water quality and marine ecological impacts, to check the implementation of recommended mitigation measures, and to answer potential public enquiries. A dedicated web site shall be set up and maintained to place the monitoring and audit data throughout the construction stage. An EM&A Manual, including the water quality and marine mammals (Chinese White Dolphin and Finless Porpoise) monitoring programme, shall be deposited prior to commencement of construction of the Project.

 

 

 

 

Note

Under Section 17 of the EIA Ordinance, the applicant may appeal to the Appeal Board against any of the above conditions within 30 days of the receipt of this notice of the Director’s decision.
