Pursuant to Section 10 of
the Environmental Impact Assessment Ordinance (EIAO), the Director of
Environmental Protection (the Director) granted the Environmental Permit (No. EP-108/2001) to the Civil Engineering and Development
Department (CEDD) (hereinafter referred to as the "Permit
Holder") on 5 November 2001. Pursuant to Section
13 of the EIAO, the Director amends the Environmental Permit No. EP-108/2001/A based on the Application
No. VEP-581/2020.
The amendments described below, are incorporated into this Environmental Permit
No. EP-108/2001/B. This
Environmental Permit as amended is for the construction and operation of the
designated project described in Part B of this
Permit subject to the conditions specified in or attached to Part
C of this Permit. The issue of this environmental permit is based on
the documents, approvals or permissions described below:
根據《環境影響評估條例》(環評條例)第10條的規定,環境保護署署長(署長)於2001年11月5日將環境許可證編號EP-108/2001批予土木工程拓展署 (下稱 “許可證持有人”)。根據環評條例第13條的規定,署長因應更改環境許可證的申請編號VEP-581/2020修訂環境許可證編號EP-108/2001/A。以下修訂已包含在本環境許可證編號EP-108/2001/B內。本經修訂的環境許可證作為建造及營辦本許可證B部所說明的指定工程項目,但須遵守本許可證C部所說明或附載的條件。本環境許可證是依據下列文件、批准或許可而簽發:

1. General Conditions
一般條件
1.1 The Permit Holder shall ensure full
compliance with all conditions of this environmental permit. Any non-compliance
may constitute a contravention of the Environmental Impact Assessment Ordinance
(Cap.499) and may become the subject of appropriate action being taken under
the Ordinance.
許可證持有人必須確保完全符合本環境許可證的全部條件。如有不符合本許可證的情況,可能違反環境影響評估條例(第499章)的規定,而當局可根據條例採取適當行動。
1.2 The Permit Holder shall ensure full
compliance with all legislation from time to time in force including without limitation the Noise Control Ordinance (Cap.400), Air Pollution Control
Ordinance (Cap.311), Water Pollution control Ordinance (Cap.358), Dumping at
Sea Ordinance (Cap.466), the Waste Disposal Ordinance (Cap.354). This Permit
does not of itself constitute any ground of defense against any proceedings
instituted under any legislation.
許可證持有人須經常確保完全符合現行法例的規定,包括(但不限於)噪音管制條例(第400章);空氣污染管制條例(第311章);水污染管制條例(第358章)、海上傾倒物料條例(第466章)及廢物處置條例(第354章)。本許可證本身不會就根據任何法例提起的法律程序構成任何抗辯理由。
1.3 The Permit Holder shall make copies of this
Permit together with all documents referred to in this Permit or the documents
referred to in Part A of the Permit readily
available at all times for inspection by the Director or his authorized officers at all sites/offices covered by
this Permit. Any reference to the Permit shall include all documents referred
to in the Permit and also the relevant documents in the Register.
許可證持有人須印製本許可證的複本,連同本許可證所述的所有文件或本許可證A部所述文件,以供署長或獲授權人員任何時間內在本許可證所涵蓋的所有工地/辦事處查閱。凡提述本許可證,須包括本許可證所述的所有文件和登記冊內的相關文件。
1.4 The Permit Holder shall give a copy of this Permit to the person(s)
in charge of the site(s) and ensure that such person(s) fully understands all conditions
and all requirements incorporated by the Permit.
許可證持有人須把本許可證的一份複本交予有關工地的負責人,並確保這些人士完全明白本許可證的所有條件與規定。
1.5 The Permit Holder shall display
conspicuously a copy of this Permit on the construction site(s) at all
vehicular site entrances/exits or at a convenient location for public
information at all times. The Permit Holder shall ensure that the most updated
information about the Permit, including any amended permit, is displayed at
such locations. If the Permit Holder surrenders a part or the whole of the
Permit, the notice he sends to the Director shall also be displayed at the same locations as
the original Permit. The suspended, varied or cancelled Permit shall be removed
from display at the construction site.
許可證持有人須在有關建造工地的所有車輛進出口或一處方便地點,顯眼地展示本許可證的複本,以供公眾在任何時間內閱覽。許可證持有人須確保在這些地點展示關於本許可證(包括任何經修訂的許可證)的最新資料。如果許可證持有人交回許可證的部分或全部,須把其送交署長的通知書,在備有原本許可證的各處相同地點展示。遭暫時吊銷、更改或取消的許可證必須從工地除下,不再展示。
1.6 The Permit Holder shall construct and operate the Project in
accordance with the project descriptions in Part B
of this Permit.
許可證持有人須依據本許可證B部的工程項目說明,建造及營辦工程項目。
1.7 The Permit Holder shall ensure that the Project is designed,
constructed and operated in accordance with the information and all recommendations
described in the EIA Report (Register No. AEIAR-001/1998); the application
documents for environmental permits; other relevant document in the Register;
and the information and
mitigation measures described in this Permit; mitigation measures to be
recommended in submissions that shall be deposited with or approved by the
Director as a result of permit conditions contained in this Permit, and
mitigation measures to be recommended under on going surveillance and
monitoring activities during all stages of the Project. Where recommendations
referred to in the documents of the Register are not expressly referred to in
this Permit, such recommendations are nevertheless to be implemented unless
expressly excluded in this Permit or otherwise agreed by the Director.
許可證持有人須確保工程項目的設計、建造及營辦,按照下述資料及措施辦理:環評報告(登記冊編號:AEIAR-001/1998)所說明的資料和各項建議;環境許可證的申請文件;登記冊內的其他相關文件;本許可證所說明的資料及緩解措施;根據本許可證內載的條件須向署長存放或獲署長批准的提交文件所建議的緩解措施;以及在工程項目各階段進行的持續監察和監測工作所建議的緩解措施。如登記冊文件所述建議沒有在本許可證明確表示,則仍須實施這些建議,除非獲本許可證明確豁除或另獲署長同意。
1.8 All deposited submissions, as required
under this Permit, shall be rectified and resubmitted in accordance with the
comments, if any, made by the Director within one month of the receipt of the
Director's comments or otherwise as specified by the Director.
所有按本許可證規定存放的文件,須在接獲署長的意見(如有者)後一個月內(除非署長另行指定),根據署長的意見加以修正並再向署長提交。
1.9 All submissions approved by the Director,
all submissions deposited without comments by the Director, or all submissions
rectified in accordance with comments by the Director under this Permit shall
be construed as part of the permit conditions described in Part
C of this Permit. Any variation of the submissions shall be approved by
the Director in writing or as prescribed in the relevant permit conditions. Any
non-compliance with the submissions may constitute a contravention of the
Environmental Impact Assessment Ordinance. All submissions or any variation of
the submissions shall be verified by the Independent Environmental Checker
(IEC) referred to in Condition 2.1 below, before submitting to the Director
under this Permit.
署長批准的所有提交文件、署長沒有給予意見的所有存放文件、或根據本許可證規定由署長給予意見修訂的所有提交文件,均須詮釋為本許可證C部說明的許可證條件的一部分。提交文件如有任何修訂,均須獲署長的書面批准,或符合有關許可證條件訂明的規定。如有不符合提交文件的情況,可能違反環境影響評估條例的規定。所有提交文件或提交文件的任何修訂本,均須按下文條件第2.1項所述由獨立環境查核人核實,然後才按本許可證規定向署長提交。
1.10 The Permit Holder shall release all
finalized submissions, as required under this Permit, to the public by
depositing copies in the Environmental Impact Assessment Ordinance Register
Office, or in any other places, or any internet websites as specified by the Director, or by any
other means as specified by the Director for public inspection. For this
purpose, the Permit Holder shall provide sufficient copies of the submissions.
許可證持有人須把所有按本許可證規定提交的文件定稿公開給公眾人士知道,方法是把有關文件複本存放於環境影響評估條例登記冊辦事處,或署長指定的任何其他地方,或署長指定的任何互聯網網站,或採取其指定的任何其他方法,以供公眾查閱。因此,許可證持有人須提供足夠數量的複本。
1.11 The Permit Holder shall notify the Director
in writing the commencement date of construction of the Project no later than 2
weeks prior
to the date of commencement of construction of the Project. The Permit Holder
shall notify the Director in writing immediately if there is any change of the
commencement date of the construction.
許可證持有人須在工程項目的建造工程展開前,至少提早2個星期以書面方式把建造工程的施工日期通知署長。如施工日期有任何更改,許可證持有人必須立即以書面方式通知署長。
1.12 All submissions to the Director required
under this Permit shall be delivered either in person or by registered mail to
the Environmental Impact Assessment Ordinance Register Office (currently at
27/F, Southorn Centre, 130 Hennessy Road, Wanchai,
Hong Kong). The Permit Holder shall make copies of this permit available at all
times for inspection by the Director at all the sites covered by this permit.
按本許可證規定向署長提交的所有文件,須親身送交或以掛號方式郵寄至環境影響評估條例登記冊辦事處(現址為:香港灣仔軒尼詩道130號修頓中心27樓)。許可證持有人須印製本許可證的複本,以供署長任何時間內在本許可證所涵蓋的所有工地查閱。
2. Submissions for the Construction of the Project
建造工程項目須提交的文件
2.1 An Independent Environmental Checker (IEC)
shall be employed no later than 2 months before the commencement of construction
of the Project. The IEC shall have at least 7 years' experience in
environmental monitoring and auditing (EM&A) or environmental management.
The IEC shall audit the overall EM&A programme
including the
implementation of all environmental mitigation measures, submission relating to
EM&A, and any other submissions required under this Permit. In addition,
the IEC shall be responsible for verifying the environmental acceptability of
permanent and temporary works, relevant design plans and submissions under this
Permit.
在工程項目的建造工程展開前,須至少提早2個月聘用一名獨立環境查核人。獨立環境查核人須在環境監察及審核(環監)或環境管理方面至少有7年經驗。獨立環境查核人須審核整體環監計劃,包括實施所有環境緩解措施、提交有關環監的文件,以及提交本許可證所要求的其他文件。此外,獨立環境查核人須核實永久及臨時工程在環境上的可接受程度、相關的設計圖則和根據本許可證提交的文件。
2.2 An Environmental Team (ET) shall be
established no later than 2 months before the commencement of construction of
the Project. The ET shall be headed by the ET Leader who shall have at least 7
years' experience in EM&A or environmental management. The ET and the ET
Leader shall be responsible for the implementation of the EM&A programme in accordance with the EM&A
requirements as contained in the EM&A Manual.
在工程項目的建造工程展開前,須至少提早2個月成立一個環境小組。環境小組須由一名在環監或環境管理方面至少有7年經驗的環境小組組長帶領。環境小組及環境小組組長須按環監手冊內載的環監規定,實施有關環監計劃。
2.3 The Permit Holder shall, within 4 weeks after
the commencement of construction of the Project, inform the Director in writing
of the management organization of the main construction companies and/or any
form of joint ventures associated with the construction of the Project. The
submitted information shall include at least an organization chart, names of
responsible persons and their contact details.
許可證持有人須在工程項目的建造工程展開後4個星期內,把主要建造公司及/或以任何形式與工程項目相關的合營企業的管理架構,以書面通知署長。提交的資料須至少包括一份組織圖、負責人的姓名及聯絡資料。
2.4 The Permit Holder shall, at least 4 weeks
before the commencement of construction of the Project, deposit with the
Director 3 sets of landscape plan and tree planting proposal of the Project of
scale 1 to 1000 or other scale as agreed by the Director. The submission shall
also include an implementation programme for the
landscape areas, with clear identification of the responsibility for
implementation, management and maintenance of the landscape areas. The
submission shall be verified by the IEC as conforming to the information and
recommendations contained in Section 8.9 and Figure 8.9a of the EIA Report and
the Application. Additional copies may be required by the Director. All
measures recommended in the deposited landscape plan and tree planting proposal
shall be fully implemented in accordance with the details and time schedule set
out in the submission.
許可證持有人須在工程項目的建造工程展開前,至少提早4個星期,向署長存放3套比例1:1000或如署長所同意的其他比例的工程項目景觀美化圖則及植樹建議。提交文件亦須包括景觀美化地方的實施計劃,並清楚示明有關實施、管理及維修保養景觀美化地方的職責。提交文件須由獨立環境查核人核實,證明其符合環評報告第8.9節及圖8.9a和申請書所載的資料及建議。署長可能會要求額外的複本。已存放的景觀美化圖則及植樹建議所提議的各項措施,均須依據提交文件所載詳情及時間表徹底執行。
3. Measures for Construction and Operation of the Project
建造及營辦工程項目須採取的措施
3.1 To mitigate environmental impacts due to site runoff and
other potential water pollution caused by construction activities, mitigation
measures described in Annex A shall be fully implemented throughout the
construction period.
為減輕建造活動引致的工地徑流及其他潛在水污染對環境造成的影響,許可證持有人須在整段建造工程期間徹底執行附件A所說明的緩解措施。
4. Environmental Monitoring and Audit requirements during
Construction of the Project
工程項目建造期間須執行的環境監察及審核規定
4.1 An EM&A programme
shall be implemented as set out in the EM&A Manual of the EIA Report
(Register No. EIA-001/1998). Any changes to the programme shall be justified by the IEC as conforming to
the requirements set out in the EM&A Manual and information contained in
the EIA Report and the Application (AEP-108/2001) before submission to the
Director for approval.
許可證持有人須依據環評報告(登記冊編號:EIA-001/1998)的環監手冊所載規定,執行環監計劃。計劃如有任何更改,須由獨立環境查核人提出充分理由,證明其符合環監手冊所載規定和環評報告及申請書(AEP-108/2001)內載資料,然後才提交署長批准。
4.2 Samples and measurements shall be taken in
accordance with the requirements of the EM&A Manual by conducting impact
monitoring as set out in the EM&A Manual.
許可證持有人須依據環監手冊所載規定,進行取樣及測量,方法是按照環監手冊所載規定,進行影響監測。
4.3 The remedial actions described in the
Event/Action Plans of the EM&A Manual shall be fully and properly carried
out, in accordance with the time frames(s) set out in the Event/Action Plans,
or as agreed by the Director.
環監手冊的事件/行動計劃所說明的補救行動,須按照事件/行動計劃所訂明的時限或如署長所同意,徹底及妥善執行。
4.4 Records of measurements and remedial
actions taken under Conditions 4.2 and 4.3 respectively of this Permit shall be
logged and kept, within 3 working days of the collection of data or completion
of remedial action, for the purpose of preparing and submitting the EM&A
Reports and making the information available for inspection on site.
許可證持有人須在收集數據或完成補救行動3個工作天內,記錄和保存分別按本許可證條件第4.2及4.3項進行的測量及補救行動的記錄,用作擬備和提交環監報告,並備妥有關資料以便在工地查閱。
4.5 The Permit Holder shall make reference to
the information contained in the Baseline Monitoring Report submitted under the "Advance Engineering
Infrastructure Works for Pak Shek Kok
Development - Southern Access Road and Sewage Pumping Station No. 3" for
the purpose of preparing the Baseline Monitoring Report of the Project. Two
hard copies and one soft copy of the Baseline Monitoring Report shall be
submitted to the Director no later than 2 weeks before the construction of the
Project. The submission shall be verified by the IEC. Additional copies of the
submission shall be provided to the Director upon request by the Director.
許可證持有人須參考在「白石角發展計劃基礎設施前工程-南面通道和第三號污水泵水站」項下提交的基線監測報告內載的資料,用作擬備工程項目的基線監測報告。在工程項目的建造工程展開前,許可證持有人須至少提早2個星期向署長提交基線監測報告的兩份硬複本和一份軟複本。提交文件須由獨立環境查核人核實。如署長要求,須把提交文件的額外複本送交署長。
4.6 One hard copy and one soft copy of monthly
EM&A Report shall be submitted to the Director within 2 weeks after the end
of the reporting month. The EM&A Reports shall include a summary of all
noncompliance (exceedances) of the environmental quality performance limits
(Action and Limit levels). The submissions shall be verified by the IEC. Additional copies of the
submission shall be provided to the Director upon request by the Director.
在規定提交報告的月份結束後2個星期內,許可證持有人須向署長提交每月環監報告的硬複本和軟複本各一份。環監報告須包括所有不符合(超出)環境質素成效規限(行動及規限級別)的摘要。提交文件須由獨立環境查核人核實。如署長要求,須把提交文件的額外複本送交署長。
4.7 All environmental monitoring and audit data submitted under
this Permit shall be true, valid and correct.
根據本許可證提交的所有環監數據,均須真實無誤。
5. Environmental Monitoring and Audit Requirements during
Operation of the Project
工程項目營辦期間須執行的環境監察及審核規定
5.1 The Permit Holder shall, at least 6 months
before the operation of the Project, deposit with the Director a monitoring
plan for the purpose of assessing the accuracy of traffic noise predictions, by
comparing the project noise impact
predictions with the actual impacts. The monitoring plan shall contain
monitoring locations, monitoring schedules, methodology of noise monitoring including
noise measurement procedures, traffic counts and speed checks, and methodology
of comparison with the predicted levels. At least one monitoring location at
the noise sensitive receivers protected by noise mitigation measures shall be
proposed. At least three sets of measurements shall be conducted and the
monitoring shall be done within the first year of operation of the project.
Monitoring shall be conducted in accordance with the deposited monitoring plan
unless with prior justification. Monitoring details and results, including the
comparison between the measured noise levels and the predicted levels, shall be
recorded in a report. The report shall be certified by the Permit Holder before
it is deposited with the Director, within one month after the completion of the
monitoring.
許可證持有人須在營辦工程項目前,至少提早6個月向署長存放一份監測計劃,以便透過比較工程項目的預測噪音影響與實際影響,評估交通噪音預測的準確度。監測計劃須載有監測位置、監測時間表、噪音監測的方法包括噪音測量程序、交通統計及速度檢查,以及與預測水平比較的方法。在受噪音緩解措施保護的噪音敏感受體,許可證持有人須建議至少一個監測位置。在營辦工程項目的首年內,須至少就三套測量數字進行監測,而監測工作須依據已存放的監測計劃進行,除非事先提出充分理由。許可證持有人須把監測詳情及結果(包括測量的噪音水平與預測水平的比較)記錄在報告內。在監測工作完成後一個月內,許可證持有人須核證這報告,然後才向署長存放。
5.2 The Permit Holder shall deposit with the
Director 3 copies of audit report, certified by the ET Leader and verified by
the IEC, demonstrating the satisfactory completion of the measures recommended
in the submission deposited under
Condition 2.4 of this Permit. The audit report shall be deposited within 3
weeks after completion of the mitigation measures.
許可證持有人須向署長存放經由環境小組組長核證並由獨立環境查核人核實的3份審核報告,以示按本許可證條件第2.4項存放的提交文件所建議的措施已完成並達致滿意的程度。審核報告須在緩解措施完成後3個星期內存放。
6. Electronic Reporting of EM&A Information
環監資料的電子匯報
6.1 To facilitate public inspection of the
Baseline Monitoring Report and monthly EM&A Reports via the EIAO Internet
Website and at the EIAO Register Office, electronic copies of these Reports
shall be prepared in Hyper Text Markup Language (HTML) (version 4.0 or later)
and in Portable Document Format (PDF version 4.0 or later), unless otherwise
agreed by the Director and shall be submitted at the same time as the hard copies as described in Conditions 4 and 5 of this
Permit. For the HTML version, a content page capable of providing hyperlink to
each section and sub-section of these Reports shall be included in the
beginning of the document. Hyperlinks to all figures, drawings and tables in
these Reports shall be provided in the main text from where the respective
references are made. All graphics in these Reports shall be in interlaced GIF
format unless otherwise agreed by the Director. The content of the electronic
copies of these Reports must be the same as the hard copies.

Permit consists of three parts, namely, Part A
(Main Permit), Part B (Description of Designated
Project) and Part C (Permit Conditions). Any person
relying on this permit should obtain independent legal advice on the legal
implications under the EIAO, and the following notes are for general
information only.
本許可證共有3部,即:A部(許可證主要部分);B部(指定工程項目的說明);及C部(許可證條件)。任何援引本許可證的人士須就環評條例的法律含意徵詢獨立法律意見,下述註解只供一般參考用。
2. If
there is a breach of any condition of this Permit, the Director or his
authorized officer may, with the consent of the Secretary for the Environment,
order the cessation of associated work until the remedial action is taken in
respect of the resultant environmental damage, and in that case the Permit
Holder shall not carry out any associated works without the permission of the
Director or his authorized officer.
如違反本許可證的任何條件,署長或獲授權人員可在環境局局長的同意下勒令停止相關工程,直至許可證持有人為所造成的環境損害採取補救行動為止。在此情況下,許可證持有人未經署長或獲授權人員同意,不得進行任何相關工程。
3. The
Permit Holder may apply under Section 13 of the EIAO to the Director for a
variation of the conditions of this Permit. The Permit Holder shall replace the
original permit displayed on the Project site by the amended permit.
許可證持有人可根據環評條例第13條的規定向署長申請更改本許可證的條件。許可證持有人須把經修改的許可證,替換在工程項目工地內展示的原有許可證。
4. A
person who assumes the responsibility for the whole or a part of the Project
may, before he assumes responsibility of the Project, apply under Section 12 of
the EIAO to the Director for a further environmental permit.
承擔工程項目整項或部分工程的責任的人,在承擔工程項目的責任之前,可根據環評條例第12條的規定向署長申請新的環境許可證。
5. Under
Section 14 of the EIAO, the Director may with the consent of the Secretary for
the Environment, suspend, vary or cancel this Permit. The suspended, varied or cancelled
Permit shall be removed from display at the Project site.
根據環評條例第14條的規定,署長可在環境局局長的同意下暫時吊銷、更改或取消本許可證。遭暫時吊銷、更改或取消的許可證必須從工程項目工地除下,不再展示。
6. If
this Permit is cancelled or surrendered during construction or operation of the
Project, another environmental permit must be obtained under the EIAO before
the Project could be continued. It is an offence under Section 26(1) of the
EIAO to construct or operate a designated project listed in Part I of Schedule 2 of the EIAO without a valid environmental
permit.
如果本許可證在工程項目建造或營辦期間取消或交回,則在繼續進行工程項目之前,必須先根據環評條例規定取得另一份環境許可證。根據環評條例第26(1)條的規定,任何人在沒有有效環境許可證的情況下建造或營辦環評條例附表2第I部所列明的指定工程項目,即屬犯罪。
7. Any
person who constructs or operates the Project contrary to the conditions in the
Permit, and is convicted of an offence under the EIAO, is liable:

(i)
on a first conviction on indictment to a fine of $2
million and to imprisonment for 6 months;
一經循公訴程序首次定罪,可處罰款200萬元及監禁6個月;
(ii)
on a second or subsequent conviction on indictment to a
fine of $5 million and to imprisonment for 2 years;
一經循公訴程序第二次或其後每次定罪,可處罰款500萬元及監禁2年;
(iii)
on a first summary conviction to a fine at level 6 and
to imprisonment for 6 months;
一經循簡易程序首次定罪,可處第6級罰款及監禁6個月;
(iv)
on a second or subsequent summary conviction to a fine
of $1 million and to imprisonment for 1 year; and
一經循簡易程序第二次或其後每次定罪,可處罰款100萬元及監禁1年;及
(iv)
in any case where the
offence is of a continuing nature, the court or magistrate may impose a fine of
$10,000 for each day on which he is satisfied the offence continued.

8. The
Permit Holder may appeal against any condition of this Permit under Section 17
of the EIAO within 30 days of receipt of this Permit.

9. The
Notes are for general reference only and that the Permit Holder should refer to

Measures
to Mitigate Environmental Impacts due to Site Run-off and Other Potential Water
Pollution During Construction

(a) Surface Runoff
地面徑流
(i)
Surface
run-off from the construction site shall be directed into adequately designed
sand/silt removal facilities such as sand traps, silt traps and sediment basins
before discharge into storm drains. Channels, earth bunds or sand bag barriers
shall be provided on site to properly direct stormwater
to such silt removal facilities.
建造工地的地面徑流須導入適當設計的泥沙/淤泥清除設施(如隔沙池、隔泥池及沉澱池)才排入雨水渠。工地內須設置排水道、土堤或沙包防護屏障,以便把雨水妥為導引至這些淤泥清除設施。
(ii)
Catchpits
and perimeter channels shall be constructed in advance of site formation works
and earthworks.
進行工地平整工程和土方工程之前,須先行建造集水井及周邊水道。
(iii)
Silt
removal facilities, channels and manholes shall be suitably maintained with the
deposited silt and grit being removed at least once a week, and at the onset of
and after each rainstorm to ensure that these facilities are functioning
properly at all times.
淤泥清除設施、排水道、沙井須妥為保養,至少1個星期清理一次沉積的淤泥和砂礫,在暴雨開始落下和結束之後,都要確保這些設施在任何時間內能充分發揮作用。
(iv)
Earthworks
final surfaces shall be well compacted and the subsequent permanent work or
surface protection shall be carried out immediately after the final surfaces
are formed to prevent erosion caused by rainstorms. Appropriate intercepting
channels shall be provided along the site boundary or at the locations agreed
with the ET Leader. Rainwater pumped out from trenches or foundation excavations
shall be discharged into silt removal facilities before discharge into storm
drains.
土方工程最終表層須妥為壓實,其後的永久工程或表層保護,須在最終表層形成後立即進行,以免受雨水侵蝕。須沿工地界線或在環境小組組長所同意的地點設置適合的截流渠。由坑溝或地基挖掘處所抽出的雨水須經淤泥清除設施排入雨水渠。
(v)
All generators,
fuel and oil storage shall be within bunded areas.
Drainage from the areas shall be connected to storm drains via a petrol
interceptor.
所有發電機、燃料及燃油均須存放在堤壆保護區內。堤壆保護區內的排水渠須先經由截油器再接駁至雨水渠。
(vi)
Sand
and silt in the wash water from the wheel washing facilities, which ensure no
earth, mud and debris are deposited on roads, shall be settled out and removed
before discharging into storm drains. A section of the road between the wheel
washing bay and the public road shall be paved with backfill to prevent wash
water or other site runoff from entering public road drains.
為確保土、泥及碎屑不會積聚於路面而使用車輪清洗設施時,須把流出的廢水內含的沙粒及淤泥沉澱及清除,然後才排入雨水渠。在介乎車輪清洗處與公用道路之間的路段須鋪設覆土,防止清洗車輪的廢水或其他工地徑流排入公用道路的渠道。
(vii)
Oil
interceptors shall be provided in the drainage system and regularly emptied to
prevent the release of oils and grease into the storm water drainage system
after accidental spillage. The interceptor shall have a bypass to prevent
flushing during periods of heavy rain.
排水系統須設置截油器,並定期清理,以防止意外濺溢後油及油脂流入雨水排放系統。截油器須設分流管道,以防止暴雨期間雨水湧流。
(b) General Construction Activities
一般建造活動
At all parts of all works areas
and construction sites, and throughout the full duration of the construction
contract(s), debris and rubbish on site shall be handled and disposed of to
avoid entering the water column and causing water quality impacts. Temporary
on-site storage of excavated materials from construction works shall be covered
with tarpaulin or similar fabric during rainstorms. Any washout of construction
or excavated materials should be diverted to the drainage system via sediment
traps. Stockpiling of the excavated material shall be minimized by scheduling
the construction programme in a way that one section
of the alignment can be constructed and completed before the excavation works
of the next section commence.
在各工地和建造工地的所有範圍,以及在整段建造合約期間,工地的碎屑和垃圾必須處理及處置,以免混入水中,造成水質影響。建造工地上用作臨時存放挖出物料的地方,在暴雨期間須用帆布或同類物料覆蓋。被雨水沖刷的建築材料或挖出物料,應經沉積物捕集裝置導引至排水系統。進行建造工程的時間須妥為編排,先建造及完成一段路線,才展開下一段路線的挖掘工作,以減少挖出物料的堆存量。
