5.                  LANDSCAPE AND VISUAL

Audit Requirement

5.1               In accordance with the EM&A Manual, all measures undertaken by both the Contractor and Landscape Contractor during the construction phase and first year of the operation phase were required to be audited by a Registered Landscape Architect, as a member of the ET, on a regular basis to ensure compliance with the intended aims of the measures.

5.2               As required in the EM&A Manual, a competent landscape architect was required to be employed by the Contractor for the implementation of landscape construction works and subsequent maintenance operations during the 12 months establishment period.

Audit Results

5.3               The revised Baseline Air Quality, Noise, Landscape and Visual Monitoring Report (Rev.1) had been submitted to the EPD, ER, IC(E) and the Contractor in May 2003. No further comment was received up to this reporting period.

5.4               In the reporting month, landscape and visual site audits were conducted for twice on 15 and 26 September 2006 respectively. Table 5.1 summarises the observations, recommendations, corrective actions and outstanding issues.

5.5               No retained tree was improperly felled. However, 2 retained trees outside Rhine Terrace were suspected to be dead after demolition of rock fall fence outside Rhine Terrace. The Contractor was requested to provide remedial measures for these 2 suspected dead trees. 1 retained tree outside Ting Kau Villa felled during the rainstorm on 1 June 2006.

5.6               In the reporting month, one broken branch was found on a tree outside Rhine Terrace.

5.7               In the reporting month, permanent hydroseeding on Slope 17, RW90 and CC14 were properly maintained, except those on Slopes 13, 16, 18 and BPRW37. The Contractor was requested to re-apply hydroseeding to these areas after completion of slope work.

5.8               Most of the active working slopes adjacent to the public roads were properly separated by rock fall fence in the reporting month.  Permanent hydroseed was applied to one permanent slope above Ting Kau Nullah, whereas exposed slope surface at Vista Del Mar was eroded and soil debirs was deposited in the stream. The Contractor was reminded to clear the soil debris and temporary protection should be provided for the remaining exposed slope surfaces above Ting Kau Nullah.

5.9               As informed by the Contractor, no work was conducted regarding advance planting, plant supply and establishment works aspects.
