6.                  ENVIRONMENTAL SITE INSPECTION AND AUDIT

 

Site Inspections

 

6.1               Site inspections were carried out on a weekly basis to monitor the timely implementation of proper environmental pollution control and mitigation measures for the Project. In the reporting month, 4 site inspections were carried out on 4, 15, 19 and 26 September 2006. The findings of the landscape and visual audits in the reporting month are presented separately in Section 5. The environmental site inspection summaries are attached in Appendix G. Particular observations are described as follows:

 

Water Quality

 

·         No marine works were undertaken at Sham Tseng Reclamation Works Area in the reporting month. Therefore, no marine water quality impact was noted from this works area.

 

·         Some slope surfaces above Ting Kau Nullah, stream of Vista Del Mar and Lido Beach were not properly protected.

 

·         Soil debris was found in Ting Kau Nullah, u-channel at E03B, under E02B and gullies at RW42.

 

·         The beaches along Castle Peak Road were generally clean in the reporting month.

 

Air Quality

 

·         Mud trail were found outside site exit of RW90, FB06, Ting Kau Roundabout and Slope 13. The Contractor was requested to clean up the mud trails and to properly practice wheel-washing.

 

·         Fugitive dust was observed from the haul road above Slope 42 when there was vehicle movement. The Contractor was requested to dampen the haul road.

 

·         TKC appeared dry and the Contractor was requested to dampen the area.

 

·         No enclosure and watering was provided to the soil nail installation above Ting Kau Nullah and fugitive dust was observed. The Contractor was requested to provide dust suppression measures.

 

Chemical and Waste Management

 

·         Bags of general refuse were found under New Ting Kau Bridge.

 

·         Oil stains and the contaminated soil under New Ting Kau Bridge, entrance of RW90 and grease on road surface of Slope 12 were to be cleared as chemical waste.

 

·         C&D waste at E03B, under New Ting Kau Bridge, under FB06, at RW42, Outfall PA and Slope 13 should be timely collected for disposal. Housekeeping at Slope 13 and stagnant water ponding condition have to be improved.

 

 

Review of Environmental Monitoring Procedures

 

6.2               The monitoring works conducted by the Environmental Team were inspected regularly. The observations have been recorded for the monitoring works and summarised as follows:

 

 

Air Quality Monitoring

 

·         The monitoring team recorded the observations around the monitoring stations within and outside of the construction site.

 

·         The monitoring team recorded the temperature and general weather condition on the monitoring day.

 

Noise Monitoring

 

·         The monitoring team recorded the observations around the monitoring stations, which might affect the results.

 

·         Major noise sources were identified and recorded.

 

·         The monitoring stations (MN6 & MN7) had been suspended since 21 July 2003 as the premises were not occupied and were not considered as noise sensitive receivers for the time being. However, monitoring events will be resumed if the premises are occupied for residential uses in the future.

 

Water Quality Monitoring

 

·         The monitoring team recorded the observations around the monitoring stations within and outside of the construction site.

 

·         The monitoring team recorded the temperature and general weather condition on the monitoring day.

 

·         EPD and AFCD accepted ET’s proposal on temporary suspension of water quality monitoring programme, which was submitted in January 2005. However, as informed by the ER, as some marine works might be conducted in the near future, the proposal on suspension would be postponed until completion of these marine works.

 

Assessment of Environmental Monitoring Results

 

6.3               All monitoring results were audited against the A/L levels and any exceedance would be validated and issued where necessary.

 

6.4               The monitoring results in this reporting period were comparable with those of baseline period. Detailed discussions were given in Section 2, 3 and 4 of this Report.

 

Advice on the Solid and Liquid Waste Management Status

 

6.5               The Contractor’s registration as a chemical waste producer for this Project had been approved. The CWSA locating outside Golden Villa was properly maintained in the reporting month.

 

6.6               Waste disposal continued in September 2006.  Trip ticket system was implemented for all offsite waste disposal. The Contractor kept all trip tickets.  Table 6.1 summarises the waste disposal in the reporting month.

6.7               Toilets at the site office in Tsuen Wan were connected to foul sewers. For the remaining works areas, the Contractor had provided chemical toilets for the workers. They were maintained properly.

 

Environmental Licences and Permits

 

6.8               No new environmental permit and licence was applied or obtained in the reporting month. The status of all permits/licences obtained/in used during the reporting period is summarised in Table 6.2.

Implementation Status of Environmental Mitigation Measures

 

6.9               An updated summary of the Environmental Mitigation Implementation Schedule (EMIS) is presented in Appendix H. Most of the necessary mitigation measures were implemented properly. Any deficiencies were noted in the remarks of the schedule.

 

6.10            In response to the site audit findings, the Contractor carried out corrective actions. Table 6.3 indicates the deficiencies observed in the month and corresponding corrective actions implemented.

Summary of Exceedances of the Environmental Quality Performance Limit

 

6.11            All 1-hour TSP, 24-hour TSP and noise monitoring results complied with the AL levels.

 

6.12            68 water quality exceedances were recorded in the reporting month. NOE was issued to EPD, AFCD, ER, IC(E) and the Contractor after each monitoring event. As discussed in Section 4, all these exceedances were not associated with the Project. All the NOEs are attached in Appendix I.

6.13            No environmental complaint, notification of summons and prosecution was received in the reporting month.
