Status of Environmental Mitigation Measures
4.1
There were some observations about
dust issues, such as lack of cover for stockpiled fill materials and lack of
dust suppression measures along haul road in October 2006. The Contractor was
advised to properly implement sufficient dust mitigation measures.
4.2
There were no marine works
undertaken at the reclamation area in the reporting quarter. For the land-based
activities, the concern is the presence of soil debris, construction material and
general refuse in

In October 2006, construction
noise was observed from road paving outside
4.4
Trip ticket system was implemented for all kinds of waste
disposal. For the excavated material, some of it was used for backfilling, some
was delivered to other construction sites for reuse and the remaining was
disposed of at public fill. Some chemical containers were not provided with
drip trays and dripped oil was occasionally observed on ground. The Contractor
should ensure proper storage of chemical containers and maintenance of plant
and equipment. On the other hand, the Contractor was reminded to properly
maintain the chemical waste storage area.
4.5
In October 2006, two landscape & visual impact
monitoring were held. No retained trees were felled. The
Contractor protected most exposed slopes/surfaces by hydroseeding,
shotcreting and tarpaulin sheeting. The Contractor
was requested to apply hydrosseeding to areas not
covered by hydroseed after slope work completes. 2
retained trees outside Rhine Terrace were suspected to be dead after demolition
of rock fall fence.
4.6
One landscape and visual audit for establishment period was
carried out on 15 December 2006. The landscape and visual audit report is
presented in Appendix M. Recommendations were given by the Registered Landscape
Architect (RLA):
The
Contractor is recommended to replace all dead trees as soon as possible;
The
Contractor is recommended to carry out the planting of woodland mix plants on
all outstanding slope areas as soon as possible. Also, the Contractor should
carry out regular weeding, clearing of litter, and watering of plants during
the dry periods;
The
Contractor is recommended to carry out mulching to outstanding area of planter
beds as soon as possible;
The
Contractor is recommended to carry out remedial measures to ensure the healthy
establishment of the existing retained tree ST1 near RW40.
4.7
The updated implementation status of environmental
mitigation measures (EMIS) is given in Appendix F.
Status of Environmental Licensing and
Permitting
4.8
Environmental permit (EP-095/2001) was in place during the
reporting quarter. The Contractor also obtained an effluent discharge licence
and registered as chemical waste producer for the Project. The status of
licences and permits is summarised in Appendix I.
Advice on Solid and Liquid Waste
Management Status
4.9
A large amount of excavated soil was generated from the
Project and it was either reused or disposed of at public fill. The trip ticket
system was implemented for all the wastes disposed offsite. Table 4.1
summarises the waste disposal in the quarter. Toilets connecting to
public sewer have been in use since September 2002. No significant
quantity of liquid waste was generated for the site office operation in the
reporting quarter.
