5. NON-COMPLIANCE (EXCEEDANCE) OF THE ENVIRONMENTAL QUALITY PERFORMANCE LIMITS (ACTION AND LIMIT LEVELS)

Summary of Exceedances

5.1 In the reporting quarter, all the 1-hr TSP and noise monitoring results complied with the AL levels. However, there were 2 24-hr TSP and 117 water quality exceedances recorded.

Review of the Reasons for and the Implications of Non-compliance

5.2 The 24-hr TSP action and limit level exceedances recorded at MA1 in October were concluded mainly due to poor ambient air quality.

5.3 There were no marine works conducted at Sham Tseng Reclamation Site in the reporting quarter. Therefore, all the exceedances were considered not related to the reclamation works and they were likely due to concurrent marine activities nearby, natural fluctuation of water body, poor ambient water quality and local impacts.

Summary of Actions Taken

5.4 Interim notifications had been issued for the exceedances in the reporting quarter to inform the EPD, AFCD, ER, IC(E) and the Contractor about the incidents.
