8.               COMMENTS, CONCLUSIONS AND RECOMMENDATIONS

 

8.1               The Contract has been substantially completed on 31 July 2006. During the eighteenth reporting quarter, outstanding minor construction activities were carried out and the Contractor implemented proper mitigation measures to combat the environmental impacts.  There were 2 24-hr TSP exceedances in October 2006. The 24-hr TSP action and limit level exceedances recorded at MA1 in October were concluded mainly due to poor ambient air quality. The impact air quality monitoring had been ceased from 1 November 2006 due to the completion of works.

 

8.2               There were no marine works at Sham Tseng Reclamation Works Area in the reporting quarter. Therefore, all the 117 water quality exceedances were considered not related to the Project. They were likely due to natural fluctuation of water body and poor ambient water quality. Nevertheless, the Contractor should properly operate and maintain the drainage systems, including sedimentation tanks and surface drains to prevent silty runoff from the land-based activities.

 

8.3               Noise monitoring was conducted for daytime only in October 2006. All the monitoring results were below the limit levels. The impact noise monitoring had been ceased from 1 November 2006 due to the completion of works. No operational noise monitoring was carried out in the reporting quarter.

 

8.4               Trip ticket system was implemented. A portion of fill material was also reused on-site or for backfilling in the other construction sites. The practice of on-site sorting for fill material and non-inert C&D waste gradually improved. Following up the observations about improper management of CWSA, the Contractor rectified the deficiencies and in late November. However, there were some observations about improper operation and management of drip trays. The Contractor has rectified these problems.
