Construction noise arising from bore piling activities at BPRW41 in February 2003

The Contractor erected two layers of acoustic curtains on the rockfall fence between the construction activities and Ting Kau Village to alleviate the noise impact. No exceedance was recorded at the additional noise measurement events on 6 March 2003 with 2 bore pile RCDs in operation. The Contractor was reminded to maintain sufficient mitigation measures.

Nullah near Ting Kau Beach

28 May 2003

EPD observed muddy wastewater being discharged into the nullah near Ting Kau Beach

Muddy wastewater was discharged to the Ting Kau Beach via a nullah nearby. The Contractor had pumped silty underground water from an excavated pit into the final collection pit located at BPRW42. The Contractor had ceased the pumping activity immediately upon notification and had later provided additional treatment tank for treating the underground water in June 2003.

Nullah near Lido Beach

A public complaint about muddy wastewater being discharged into the nullah near Lido Beach after 18:00 from the construction sites

 

There was no direct evidence to associate the muddy wastewater discharge in the nullah near Lido Beach with the construction activities in nearby works areas of the Project or surface runoff from the construction sites. The Contractor’s implementation of water quality mitigation measures were assessed by the ET and most measures were properly implemented after the complaint event (Log Ref.: 002) in June 2003.

Low-lying works areas at E02W and E05W

4 June 2004

ER observed sediment plume from the works areas E02W and E05W

 

The discharge of sediment plume was likely due to high tide, which flushed silty material into the sea. The mitigation measures were deemed insufficient to avoid such problems. The Contractor rectified the problems by erection of soil bunds with sufficient height. Besides, the Contractor was reminded to regularly maintain the low-lying areas to avoid accumulation of silty materials

A noise complaint publicized in a local newspaper, Oriental Daily, regarding noise impact from the construction activities

 

In reviewing the noise monitoring results at MN4 for May and June 2004, all were within the limit level of 75dB(A). The noise generated from the Project was considered acceptable. Nevertheless, the Contractor was provided with recommendations to further alleviate the noise impact form the Project.

Construction noise nuisance arising from early start of construction work near Garden Bakery at 07:00 till after 19:00

All works were conducted between 07:00 and 19:00 of normal weekdays.  In reviewing the noise monitoring results in October 2005 and additional monitoring by the Contractor, all were within the limit level of 75dB(A). The noise generated from the Project was considered acceptable. Nevertheless, the Contractor agreed to reschedule the construction activities near Garden Bakery to commence after 08:30.

Construction noise nuisance arising from near Garden Bakery after 6pm.

In reviewing the noise monitoring results obtained from the nearest noise monitoring station (i.e. MN4 – the Carpark Podium of Rhine Garden) from November to December 2005, all noise levels were within the limit level of 75dB(A).  The noise generated from the construction activities was of acceptable level.  The complainant was advised on 9 December 2005 and was satisfied with the explanation.
