2                   MONITORING RESULTS

 

            Air Quality

 

2.1               Air quality monitoring, including 1-hr and 24-hr TSP, was conducted once every six days in accordance with the EM&A Manual. The AL levels are included in Appendix C. In the reporting quarter, all the 1-hr TSP monitoring results complied with the AL levels. For 24-hr TSP monitoring, two Action and three Limit Level exceedances were recorded in April 2006. One Action Level and one Limit Level exceedances were recorded in May 2006. There was no Action/Limit Level exceedances recorded in June 2006. The monitoring data and trend of air quality over the past four months (last month of the previous quarter and the present quarter) are given in Appendix D.

 

2.2               The Contractor was notified of the exceedances and reasons by the ET through the Interim Notifications of Exceedance (NOE). Recommendations were also provided in the NOE for the Contractor’s actions.

 

2.3               Table 2.1 presents the number of exceedances recorded in each month of the reporting quarter. The number of monitoring events included regular monitoring events and additional ones.

Water Quality

2.4               In accordance with the EM&A Manual, the water quality monitoring was conducted at the impact stations (FM1 and FM2) and the control station (FC1 and FC2) in the reporting quarter.

 

2.5               Impact water quality monitoring was conducted three days per week. Measurements were taken at both mid-ebb and mid-flood tides at three depths (i.e. 1m below surface, mid depth and 1m from seabed). The AL levels are included in Appendix C.

 

2.6               A total of 35 water quality exceedances were recorded in the reporting quarter, 6 in April, 13 in May and 16 in June 2006.

 

2.7               Field observation confirmed that no sediment plume observed from the Fill Bank. The recorded levels were within the respective baseline data range. The exceedances were due to natural variation and not Project-related.

 

2.8               Table 2.2 tabulates the total number of water quality exceedances in the reporting quarter. The trend of water quality over the past quarter is depicted in Appendix E.

2.9               A comparison between the quarterly mean/median of SS and the 1.3 times of the baseline mean was made for each tide at each station. The statistical analysis results are given in Appendix F. Monitoring stations with significant difference (p<0.05) is summarized in Table 2.3. It was observed a generally better water quality was resulted in the reporting quarter in respect to 130% of the baseline mean/median.
