6.       ENVIRONMENTAL AUDIT

Site Environmental Audit

6.1               Site audit was carried out on a weekly basis to monitor environmental issues on the construction sites to ensure that all mitigation measures were implemented timely and properly.  A summary of the site audits in the reporting period is provided in Appendix H.

Review of Environmental Monitoring Procedures

6.2               The monitoring works conducted by the monitoring team were inspected internally on a regular basis.  The following observations have been recorded for the monitoring works:

Air Quality Monitoring

·         The monitoring team recorded all observations around the monitoring station within and outside of the construction site.

·         The monitoring team recorded the temperature, air pressure and weather conditions on the monitoring day.

Water Quality Monitoring

·         The monitoring team recorded all observations around the monitoring stations, which might affect the monitoring results.

·         Major water pollution sources were identified and recorded.

Status of Environmental Licensing and permitting

6.3     All permits/licences/notifications obtained as of the reporting period are summarised in Table 6.1

Implementation Status of Environmental Mitigation Measures

6.4               Weekly site inspections were carried out on 4, 14, 18 and 25 July 2006. The following observations and recommendations were made:

l             Silty water discharge from the de-silting chamber near Barge Loading Point 3 was observed (4 July 06);

l             Oil drums and chemical containers placed on bare ground were found at crushing plant area and Barge Loading Point 1 (4, 14, 18 July 06);

l             Stagnant water was found accumulated under the rest room at crushing plant area and inside the tires near the Contractor’s site office (4, 14, 18, 25 July 06);

l             Oil seepage from repairment of excavator at Barge Loading Point 1 was observed (14, 25 July 06);

l             Fugitive dust generated from loading dusty material at crushing plant area was observed (25 July 06);

l             Dark smoke was observed emitted from crushing plant (25 July 06).

Implementation Status of Event and Action Plans

6.5               The Event and Action Plans for air quality and water quality are presented in Appendix I.

6.6               No exceedance of Action and Limit Levels for 1-hour and 24-hour TSP concentrations was recorded.

6.7               For water quality monitoring, ten exceedances (five Action and five Limit Levels) were recorded during the reporting month. All exceedances were concluded not due to the Project-works.

Implementation Status of Environmental Complaint Handling Procedures

6.8               Appendix J presents the environmental complaint flow diagram and the complaint log of the Project.

6.9               No complaint, summon or prosecution related to environmental issues was received or made against the Project in the reporting month.
