Executive SUMMARY

 

 

This Final EM&A Review Report has been prepared by the Environmental Team (ET) of ETS-Testconsult Ltd for environmental monitoring, included Post-project monitoring, under the Environmental Permit No. EP-150/2002/A (the EP) for “ Construction of Jetty at Lung Kwu Chau (CED Contract No.: CV/2002/11) ” (The Project) over the course of the Project.

 

 

Construction Progress

 

The major construction works in the course of the project included:

·         Dredging of the jetty, catwalk foundation and approach channel;

·         Excavation of the footpath’s foundation;

·         Backfilling of the jetty and the catwalk;

·         Construction of the new jetty;

·         Demolition of old jetty.

 

 

Environmental Monitoring Progress

 

The monitoring activities over the course of the Project are summarized below:

·          Baseline marine water quality monitoring: 12 Occasions at 5 designated locations;

·          Impact marine water quality monitoring: 20 Occasions at 5 designated locations;

·          Post-project marine water quality monitoring: 12 Occasions at 5 designated locations;

·          Site inspection: 17 Occasions.

 

 

Marine Water Monitoring

 

There were thirteen exceedances of Action and Limit Level of the monitoring parameters recorded over the course of the Project but all of them were not work-related.

According to the site inspection, it indicated that site practices of the WKC&T were generally undertaken in an environmentally acceptable manner and the overall site environmental performance was satisfactory over the course of the Project.

 

 

Environmental Complaints and Notification of Summons and Successful Prosecutions

 

No environmental complaints were received and no notification of summons and prosecutions with respect to environmental issues were registered over the course of the Project.
