Site inspection was carried out on a weekly basis to monitor
the timely implementation of proper environmental pollution control and mitigation
measures for the Project. In the month, four site inspections were carried out.
The summary of weekly environmental site inspections observations and
environmental site inspection checklists are attached in Appendix H
Review of Environmental Monitoring Procedures
5.2
The monitoring works conducted by the Environmental Team
were inspected regularly. Observations have been recorded for the monitoring
works as follows:
Air Quality
Monitoring

The
monitoring team recorded the observations around the monitoring stations within
and outside of the construction site.

The
monitoring team recorded the temperature and general weather condition on the
monitoring day.
Noise Monitoring
·
The
monitoring team recorded the observations around the monitoring stations, which
might affect the results.

Major
noise sources were identified and recorded.

5.3
The actual quantities of uncontaminated sediment,
contaminated sediment, inert C&D materials and C&D wastes generated by
activities of the Project in the month are provided in Table 5.1. Trip ticket
system was implemented for all offsite waste disposal.

During the weekly site inspection conducted by the Environmental
Team in the month, the following observations and recommendations were made.
Resource
Management

observations and recommendations were made during the weekly site inspections

Material
Storage/Spillage/Leakage
·
Saw dust was found on ground at Grid 7 on deck. The Contractor was
reminded to clear the saw dust and improve housekeeping.
·
The
Contractor was reminded to provide drip tray to oil drum on deck at Grid 8.
·
Sand and silt runoff after heavy rainfall was found at TTA58-S2 and site
exit of Area B. An uncovered stockpile was found at TTA47. The Contractor was
reminded to prevent further surface runoff.
·
Drip tray at Grid 3 for an oil drum was found filled with oily water.
The Contractor was reminded to clear the oily water.
·
Oil seepage was found during maintenance of plant and oil drums were
found without drip tray at Chainage 1900-2200.
·
Oil stains were found at eastbound of Grid 3 and 5 on deck.
Waste Management
·
Accumulated general refuse was found at Grid 9 and at Gate 2. The
Contractor was reminded to clear the refuse off-site regularly.
·
Accumulated refuse was found at Grid 9. The Contractor was reminded to
regularly remove the refuse. The Contractor was also reminded to improve
housekeeping at TTA58-S2.
·
The Contractor was reminded to improve housekeeping at TTA31, TTA33 and
TTA at junction with
Water Pollution
·
Deadleaves were found inside u-channel and catchpit at TTA3. The Contractor was reminded to properly
maintain the drainage system.
·
Sand and leaves were found inside u-channel at TTA3, F16 and Siu Lam Roundabout. The Contractor was reminded to properly
maintain the drainage system.
Air Emissions
·
Fugitive dust was observed at TTAW12 during rock breaking. The
Contractor was reminded to provide sufficient mitigation measures to prevent
dust emission.
·
Fugitive dust was observed during vehicle movement along unpaved area at
Chainage 1900-2200 and at Siu
Lam Roundabout site exit. The Contractor was reminded to frequently dampen the
haul road.
·
Dark smoke was observed emitted from an air compressor (偉雄) at grid 1. The Contractor
was reminded to properly maintain the plants.
Noise/Vibration
·
No
observations and recommendations were made during the weekly site inspections
in the month.
Abnormal/Emergency
·
No
observations and recommendations were made during the weekly site inspections
in the month.
Miscellaneous
·
Stagnant water was found at carriageway 2000, Siu
Lam Roundabout, inside catchpit at F16 and inside
broken water-filled barriers. The Contractor was reminded to remove the
stagnant water to prevent mosquitoes breeding.
·
Stagnant water was found at Gate 2 wheel-washing bay and below the tools
storage. The Contractor was reminded to clear the stagnant water to prevent
mosquitoes breeding.

No exceedance of impact 1-hour and
24-hour TSP and noise monitoring was recorded in the reporting month.
