Introduction
This is the ninth monthly
Environmental Monitoring and Audit (EM&A) report prepared by Maunsell
Environmental Management Consultants Limited (MEMCL) for the “Temporary Construction
Waste Sorting Facility at Tseung Kwan O Area 137” (the Project). This report
documents the findings of EM&A Works conducted during the impact period in
July 2006 for Tseung Kwan O Area 137.
As advised by the Contractor, the project
commenced on 12 November 2005. The construction activities in July 2006 were:

Installation
of steel fence along temporary access road;
l
Operation
of Construction Waste Sorting Facilities (CWSF) by manual sorting;
l
Testing,
commissioning and fine tuning of mechanical sorting plant for CWSF;
l
Sloping
trimming to enlarge the operational area for the mechanical sorting plant;
l
Construction
for planter area and by-pass ingress near Combined Reception & Exit Office;
l
Landscaping
works at portion B1; and
l
General
site formation for surface runoff at portion A.

Complaints, Non-compliance and Prosecutions
No environmental
complaints, non-compliances or prosecutions were received in the reporting
month.
Permits and Licences
No new permit or license
was obtained in the reporting month. The Contractor had applied for the
effluent discharge license, approval from EPD was awaited.
Environmental Site Inspection
There were 4 site
inspections conducted in July 2006. Due to the wet weather condition, water
ponding was occasionally observed at the open area at Area A. Fugitive dust was
occasionally observed during transferring and dumping of materials. The
Contractor had installed the sprinkler system at tipping hall by 27 April 2006,
the water supply from water tank had been provided.
The
Contractor was reminded to prevent any silty materials or waste from entering
to the channel by providing bundings along the trapezoidal channel. The
Contractor was also reminded to clear the accumulated silt inside the perimeter
channel in Area B2, particularly after heavy rainfall.
Future Key Issues
The weather is expected
to be wet in the forthcoming month and as such, the Contractor should provide
preventive measures to prevent surface runoff, such as bunding
around the site boundaries, to ensure functional temporary drainage
system is in place around the site and to maintain sufficient dust suppression measures
for vehicle movement along haul roads and during sorting activities. It
is recommended to implement sufficient mitigation measures to eliminate dust
emission from dumping and sorting activities.
It is also recommended to
implement all necessary preventive measures to avoid oil leakage on
ground/soil, such as provision of drip trays for all oil drums/chemical
containers and placement of tarpaulin sheets on the ground during maintenance
of equipment on site. In the event of any oil leakage problem, the Contractor
should properly remove the leaked oil and handle the contaminated soil as chemical
waste.
