The
general layout plan of Noise Barriers and Noise Enclosures for Route 8 (formerly
Route 9) between Cheung Sha Wan and Sha Tin – Main Portion is shown in Appendix
A.
·
At
the southern end, a Dual-2 lane carriageway which rises up over the Lai Wan
Interchange linking directly with the Route 8 – Cheung Sha Wan and Tsing Yi
section, will be provided. In
addition, a Dual-2 lane slip road rises up to merge with the Dual-2 direct
connection, linking the Lai Wan Interchange, will be provided. A Dual-3 carriageway will be formed
after the Lai Wan slip roads and the Dual-2 direct connection completely
merge/diverge. The mainline will
continue to rise up over the elevated structure at Lai Chi Kok Interchange and
continues alongside Butterfly Valley Road.

The
Dual-3 mainline structure passes over Wai Man Tsuen at high level. The viaduct continues through Butterfly
Valley to an abutment located on the earthworks platform approximately 250m
north of Ching Cheung Road. At
about 400m after crossing over Ching Cheung Road, the mainline carriageways
begin to separate before joining the tunnel section, at which the northbound and
southbound bores area approximately 30m apart. The crossover will be provided after the
slip roads completely merge/diverge with the mainline. Slip road connections to Ching Cheung
Road will be provided.

The
main tunnel section (Eagle’s Nest Tunnel), approximately 2000m long, runs
underneath the Lion Rock Country Park and surfaces at the western end of Sha
Tin.
·
The
Highways Department is implementing Contract HY/2003/01 – Lai Chi Kok Viaduct
and Contract HY/2003/02 – Eagle’s Nest Tunnel and Associated Works for Route 8
between Cheung Sha Wan and Sha Tin.
The Works executed include construction of noise barriers, noise semi and
full enclosures on Lai Chi Kok Viaduct and its associated slip roads, and at the
tunnel approach road, to mitigate the traffic noise impact arising from the
project.

The
Director of Environmental Protection (the Director) granted the Environmental
Permit to Major Works Project Management Office, Highways Department (the Permit
Holder) for the construction and operation of the Route 8 (formerly Route 9)
between Cheung Sha Wan and Sha Tin – Main Portion. A copy of the Environmental Permit No.
EP-103/2001/D is enclosed in Appendix B.

According to Condition 5.3 of the
Environmental Permit, the Permit Holder shall deposit with the Director 3 copies
of an audit report, certified by the ET Leader and verified by the IEC,
demonstrating the satisfactory completion of the measures recommended in the
submission approved under Condition 3.1 of the Permit.

This
Audit Report serves to demonstrate the satisfactory completion of the noise
mitigation measure as stated in Condition 3.1.
·
Condition 3.1 of
the Environmental
Permit No. EP-103/2001/D stipulates
that the noise barriers/enclosures/semi-enclosures shall be constructed as shown
in Figures 2, 3, 4, 5 and 6 of the Permit (refer to Appendix
B).
·
The noise
barriers/enclosures/semi-enclosures (refer to Appendix
A) basically fall
into 4 key areas including (1) Slip Road and Viaduct Portion above Lai Po Road;
(2) Viaduct Portion above Butterfly Valley Road; (3) Slip Road Portion above
Ching Cheung Road and (4) Tunnel Approach Road Portion near Eagle’s Nest
Tunnel.

types of noise barriers/enclosures/semi-enclosures are shown on Figures SK1,
SK2, SK3 and SK4 in Appendix
A.
3.1 Permit Figure 2 : Slip Road and Viaduct Portion above Lai Po Road (as-built layout in Figure SK1 of Appendix A)

The
Dual-2 lane viaduct which rises up over the Lai Wan Interchange linking directly
with the Route 8 – Cheung Sha Wan and Tsing Yi section has satisfactorily
installed with a series of noise barriers. [i.e. CH407.993-CH670.159 (L100) and
CH391.886-CH712.870 (L200)]

The
Dual-2 lane slip road linking the Lai Wan Interchange has satisfactorily
installed with a series of semi noise enclosure and full noise enclosure. [i.e.
CH1070.000-CH1280.500 (S100) and CH1038.000-CH1318.400
(S200)]
·
The
Dual-3 lane viaduct after the Lai Wan slip roads has satisfactorily installed
with a series of noise barriers. [i.e. area between noise enclosure at
CH1280.500(S100) and noise enclosure at CH980.000(R900)]
·
The
as-built layout of noise barriers/enclosures/semi-enclosures in Figure SK1 is
found matching with Figure 2 of the Permit.

The

3.2 Permit Figure 3 : Viaduct Portion above Butterfly Valley Road (as-built layout in Figure SK2 of Appendix A)

Dual-3 mainline viaduct has satisfactorily installed with a series of noise
barriers and semi noise enclosure. [i.e. CH980.00-CH1302.000
(R900)]

The
as-built layout of noise barriers/semi noise enclosure in Figure SK2 is found
matching with Figure 3 of the Permit.

The

3.3 Permit Figure 4 : Slip Road Portion above Ching Cheung Road (as-built layout in Figure SK3 of Appendix A)

slip road has satisfactorily installed with a series of noise barriers. [i.e.
CH680.500-CH881.700 (S400) and CH662.210-CH791.210 (S300)]

The
as-built layout of noise barriers in Figure SK3 is found matching with Figure 4
of the Permit.

3.4 Permit Figures 5 & 6 : Tunnel Approach Road Portion near Eagle’s Nest Tunnel (as-built layout in Figure SK4 of Appendix A)

tunnel approach road has satisfactorily installed with a series of noise
barriers and semi noise enclosure. [i.e. CH1791.048-CH2202.705
(R900)]
·
The
as-built layout of noise barriers/semi noise enclosure in Figure SK4 is found
matching with Figure 5 of the Permit.
·
The
as-built length dimension for the noise barriers at central divider/island is
150m and 35.35m respectively in Figure SK4. These are in accordance with the
dimensions given in Figure 6 of the Permit.
·
The

·
Further to day-to-day supervision, it is
confirmed that the noise mitigation measures as stipulated in Condition 3.1
of the Environmental Permit No.
EP-103/2001/D have been satisfactorily completed under Contract HY/2003/01 and
Contract HY/2003/02.
·
There has been no change to the
alignment of noise barriers/noise enclosures completed on site as compared to
the approved EIA Report and EP-103/2001/D.
·
The noise barriers and enclosures of
Route 8 between Cheung Sha Wan and Sha
Tin section at the boundary with Route 8 – Cheung Sha Wan and Tsing Yi
section have been constructed to the alignments under the approved EIA
Report and EP-103/2001/D.
·
A
set of photos demonstrating the satisfactory completion of the noise mitigation
measure is attached in Appendix
C.
