EXECUTIVE SUMMARY

Introduction

 

1.     This is the 26th Environmental Monitoring and Audit (EM&A) Report prepared by Cinotech Consultants Limited for the “Agreement No. CE 67/2015 (HY) Cycle Tracks from Tuen Mun to Sheung Shui – Remaining Works – Design and Construction” (hereinafter called “the Project”).  This report documents the findings of EM&A Works conducted in 1 – 31 December 2018.

Environmental Monitoring Works

 

3. Environmental monitoring for the Project shall be performed in accordance with the EM&A Manual and the monitoring results were checked and reviewed. Site Inspections/Audits were conducted once per week. The implementation of the environmental mitigation measures, Event Action Plans and environmental complaint handling procedures were also checked.

 

4. Summary of the non-compliance in the reporting month for the Project is tabulated in Table I.

The complaint is filed against extensive dust nuisance by construction activities generated sand and dust, and may have caused the nearby village roads to look dusty and unclean.

-  Increase the frequency of water spraying on the paved roads to minimize the dust generation

-  Cover the temporary cut slopes by tarpaulin before any excavation works commence

Future Key Issues

7.     The future key environmental issues in the coming months include:

 

·                          Wastewater and runoff generation on-site;

·                          Regular removal of silt, mud and sand along u-channels and inside sedimentation tanks;

·                          Review and implementation of temporary drainage system for the surface runoff;

·                          Noise from operation of the equipment, especially for excavation works and machinery on-site;

·                          Dust generation from stockpiles of dusty materials, exposed site area, excavation works and other dust-generating activities;

·                          Water spraying for dust generating activities and on haul road;

·                          Proper storage of construction materials on-site;

·                          Storage of chemicals/fuel and chemical waste/ waste oil on-site;

·                          Accumulation of general refuse and construction waste on-site; and

·                          Protection measures for retained trees on-site.
