Application for Approval to Apply Directly for an Environmental Permit

Project Title: Removal of Sediment in Sham Wan and Kai Sai Fish Culture Zones
Conditions of Approval to Apply Directly for an Environmental Permit
1. | The applicant shall implement the mitigation measures described in the Project Profile or as approved by the Director of Environmental Protection (DEP) and comply with the conditions listed below; |
2. | The applicant shall submit a quantitative dive survey report regarding species, size & distribution and a mitigation proposal on identified coral communities in the raft relocation areas and in the vicinity of the dredging sites, to DEP for approval prior to or as part of the application of Environmental Permit (EP); |
3. | For the purpose of dredging and environmental monitoring and audit programme, the applicant shall submit a detailed statement on the importance and conservation value of the coral communities regarding habitat quality, species, size, abundance, duration, reversibility and magnitude of impact; and fish spawning and nursery grounds regarding nature of impact, size of the affected area, loss of fisheries resources / production, destruction and disturbance of grounds, impact on fishing and aquaculture activity within the bays of raft relocation areas and dredging sites, to DEP for approval prior to or as part of the application of EP; |
4. | The applicant shall submit details of the environmental monitoring and audit programme including information on the number and location of monitoring stations, parameters to be monitored, methodology of taking measurements, monitoring frequency, action and limit levels, event / action plan(s), audit and reporting arrangements for the raft relocation areas and dredging sites, to DEP for approval prior to or as part of the application of EP; and |
5. | The applicant shall use completely sealed water tight grabs working within silt curtains enclosing immediate grabbing areas for all dredging activities or alternatively shall use another dredging method such that no adverse impact due to any mobilization of sediments and soluble pollutants will arise from the dredging sites. For the latter case, details of the dredging method shall be submitted to DEP for approval prior to or as part of the application of EP. |
