1. The CLP Power shall full implement all environmental
mitigation measures described in the Project Profile PP-198/2003 submitted with
the Application No. DIR-090/2003 on
2. The CLP Power shall drain all oil including but not limited to fuel oil, lubrication oil, jacking oil and insulation oil before cutting of pipes, tanks, oil-filled cables and dismantling of any component or equipment of the gas turbines under the Project during decommissioning.
3. The CLP Power shall drain all oil, such as oil from the transformers, associated with the gas turbines TG1 and TG2 during decommissioning. The CLP Power shall explore all possible ways to reuse the drained oil prior to the application for the environmental permit. For those oil which cannot be reused, CLP Power shall dispose them as chemical waste in local licensed treatment facilities.
4. The CLP Power shall explore all possible ways to recycle and reuse all construction and demolition wastes generated rather than dumping them at the landfill prior to the application for the environmental permit.
5. The CLP Power shall conduct an investigation within 9 months of the granting of an environmental permit to confirm if there is any land contamination within the site. The CLP Power shall submit the findings of the investigation for the agreement of the Director of Environmental Protection (DEP). If land contamination is confirmed, the CLP Power shall submit a remediation plan for approval by the DEP and fully implement the recommended remediation works prior to any redevelopment of the site.
6. Prior to the fulfillment of Condition 5 above, no excavation work shall be allowed for within the site of the gas turbine units TG1 and TG2.
7. The CLP Power shall collect all sewage generated from the workforce of the Project and discharge the sewage to the existing sewers leading to the Tsing Yi Sewage Treatment Plant during decommissioning.
8. The CLP Power shall not allow any debris and rubbish generated from the Project for entering nearby marine waters so as to avoid causing adverse water quality impact during decommissioning.
9. The following mitigation measures for controlling surface run-off related water quality impact shall be fully implemented by the CLP Power during decommissioning:
(a) use of sediment traps;
(b) proper maintenance of existing drainage system to prevent overflow; and
(c) regular cleaning, emptying and maintenance of sediment traps and oil interception facilities.
Note:
Under Section 17 of the EIA Ordinance, the applicant
may appeal to the Appeal Board against any of the above conditions within 30
days of receipt of this notice of the Director’s decision.
