Proposed Joint User Complex and Wholesale Fish Market at Area 44, Tuen Mun

Reference of the Approved EIA Report in the Register : AEIAR-070/2003

Conditions of Approval under Section 8(3) of the EIA Ordinance (the Ordinance)

 

The EIA report as exhibited under Section 7(1) of the Ordinance is approved by the Director on the conditions that –

 

(a)    the following additional requirement shall form part of the approved EIA Report :

(i)      a submission on the routing arrangement of marine vessels associated with the operation of the Wholesale Fish Market shall be submitted prior to operation of the Wholesale Fish Market

 

(b)   to facilitate readers to understand the key measures in the approved EIA report, a summary table setting out the following measures recommended in the EIA Report shall be inserted into the Executive Summary of the EIA Report :

(i)              the building of the Wholesale Fish Market at Tuen Mun Area 44 shall be a fully-enclosed design with openings along waterfront to allow for loading of fish stocks from marine vessels;

(ii)            the external wall of the Wholesale Fish Market along the Wu Shan Road and facing the Yuet Wu Villa shall be a blank façade with no opening except for fixed windows and pedestrian entrance at street level which shall be designed with double doors and a lobby as to minimize outbreak of noise from the Wholesale Fish Market;

(iii)           a minimum of 40 lorry parking spaces shall be provided inside the Wholesale Fish Market with access from the north side of the building;

(iv)          the junction at the Wu Shan Road for vehicle access to the Wholesale Fish Market shall be designed to prohibit traffic entering and leaving the building from the south of the Wu Shan Road as to avoid traffic noise affecting Yuet Wu Villa and nearby residents;

(v)            the Wholesale Fish Market building shall be constructed with a 5m wide and 90m long canopy along the waterfront as to providing screening for the noise emitted from loading/unloading activities and berthed vessels;

(vi)          an induced draft ventilation system with extraction points located at the fish handling areas and lorry parking area shall be installed to the Wholesale Fish Market. The exhausts of the ventilation system shall be vented from the waterfront side of the building. The induced draft ventilation system shall be operated at a rate of no less than 10 air changes per hour throughout the peak operating hours from 3:00am to 6:30am;

(vii)         the building design of the Wholesale Fish Market shall include provision for retrofitting a de-odorised scrubber system;

(viii)       a management committee shall be set up by the operator of the Wholesale Fish Market to closely supervise the operation of the Wholesale Fish Market and to follow-up on environmental complaints about the operation of the Wholesale Fish Market; and

(ix)          an environmental monitoring and audit programme on odour nuisance and marine traffic noise shall be conducted during the peak operating hours from 3:00am to 6:30am at a frequency of no less than once a week throughout the first 12 months of the operation of the Wholesale Fish Market.
