According to Yuen Long Floodway Report, their NSR, No.8, is 170m from the worksite (their worksites).  Bur the distance of their worksite to our NSR D11 is 240m.  Thus, 3 dB(A) is substracted from their predicted highest noise level, 58.5 dB(A) which is due to site clearance/excavation resulting in 55.5 dB(A) iat D11.
