Operational odour patrol and noise monitoring are required prior to and during the initial operation of the Wholesale Fish Market. In this section, the methodology, equipment, monitoring location, criteria and protocols for the monitoring and audit during the operational phase are discussed. The purpose of the monitoring is to ensure that the recommended mitigation measures in the EIA Report are effective and that no residual impacts occur after the commissioning of the Project.
9.2
Operational Phase Odour Patrol
Daily operation of the proposed Wholesale Fish Market gives rise to odour emission which may affect the nearby sensitive receivers. Appropriate mitigation measures have been recommended in the EIA Report to reduce the potential odour emission impact to acceptable levels. In order to monitor the effectiveness of these mitigation measures and ensure that nearby sensitive receivers will not be subject to unforseen odour nuisance, odour patrol shall be carried out on a regular basis during the first year of operation.
9.2.1 Recommended Procedure
Odour patrol shall be conducted to investigate if there is any potential for odour nuisance due to the operation of the Wholesale Fish Market. The patrol shall be carried out by a team of at least two personnel during the peak hours for trading operation at the WFM from 3:00 to 6:30 a.m.
The area covered by the odour patrol shall include Air Sensitive Receivers in the vicinity of the WFM, namely Yuet Wu Villa.
During the patrol, the patrol officers shall identify if there was any odour characterised of that emitted from the WFM and assess the intensity of the odour perceived individually. The following odour intensity rating shall be adopted in the assessment :
1 - no odour
2- not unpleasant
3- slightly unpleasant
4 - unpleasant
5 - very unpleasant
Mean value of the odour intensity ratings assessed by the patrol team shall be reported. Location of odour assessment, temperature, wind speed, wind direction, relative humidity and time of patrol shall also be recorded.
If the mean odour intensity rating was higher than or equal to level 3, the patrol officers should investigate from where the odour was originated and identify the source of odour emission, if possible.
The responsible parties shall compare the findings obtained from the odour patrol with the Acton and Limit Levels for odour monitoring as shown in Table 9.1. If the operation of the WFM was confirmed to be the source of unpleasant odour, actions in accordance with the Event Action Plan shown in Table 9.2 shall be taken.
9.2.2 Frequency
Odour patrol shall be carried out once a week during the first three months of operation of the proposed Wholesale Fish Market. The odour patrol frequency shall be reviewed afterwards.
9.2.3 Odour Complaint
When a complaint is received
regarding odour nuisance, an Odour Complaint Form shall be completed and kept
at the Wholesale Fish Market. The form
shall include but not be limited to the following information:
· Date and time of the complaint;
· Name and contact information of the complainant;
· Location of where the odour nuisance occurred;
· Characteristics of the odour;
· Odour strength (e.g. highly offensive / offensive / slightly offensive / continuously detectable / intermittently detectable);
· Meteorological conditions including temperature, wind speed, relative humidity at the time of the complaint;
· Operation activities carried out at the Wholesale Fish Market at the time the nuisance occurred.
The responsible parties shall review the odour compliance register against the Acton and Limit Levels for odour monitoring as shown in Table 9.1. If the operation of the WFM was confirmed to be the source of unpleasant odour, actions in accordance with the Event Action Plan shown in Table 9.2 shall be taken.
9.2.4 Mitigation Measures
The relevant parties shall
implement odour mitigation measures thatwhich shall
include, but not be limited to the following:
· The WFM Complex (including the parking area) shall be enclosed to reduce the odour nuisance to the nearby residents.

9.3 Operational
Phase Noise Monitoring
Noise monitoring after construction of the Wholesale Fish Market is recommended to verify the operational noise prediction made in the EIA Report. The Agriculture Fisheries and Conservation Department of the HKSAR and the Wholesale Fish Market Management shall be responsible for the operational phase monitoring. Monitoring shall be carried by a qualified contractor or laboratory.
The operational noise level shall
be measured in terms of the A-weighted equivalent continuous sound pressure
level (Leq). Leq (5min) shall be used
as the monitoring parameter for the time period between 2300-0700 hours. As the opening hours of the Wholesale Fish
Market for trading purposes is from 3:00 to 6:30 a.m., the operational noise
monitoring shall be conducted between this period. Each set of measurement shall at least include include at least 3
consecutive Leq (5min) results.
As supplementary information for data auditing, statistical results such as L10 and L90 shall also be obtained for reference.
9.3.2 Monitoring Equipment
Monitoring equipment to be used shall be the same as that specified in Section 3.2.
9.3.3 Monitoring Location
Tuen Mun Wu Hong Clinic was
not identified as one of the noise monitoring stations because the clinic is
closed during the opening hours of the Wholesale Fish Market. Table 9.3 shows
the proposed noise monitoring station for the operational stage.

9.3.4 Baseline Monitoring
Baseline noise monitoring shall be conducted at the proposed monitoring station following completion of the construction but prior to the operation of the Wholesale Fish Market. The baseline monitoring shall be carried out daily for a period of at least two weeks.
9.3.5 Impact Monitoring
During the first year of operation, monitoring shall be undertaken at the proposed monitoring location on a weekly basis. As the peaks hours for fish trading purposes of the Wholesale Fish Market are from 3:00 to 6:30 a.m., the impact noise monitoring shall be conducted within the period. One set of measurement of three consecutive Leq (5 min) shall be taken weekly.
The responsible parties shall compare the impact monitoring results with the Acton and Limit Levels for Noise Monitoring shown in Table 3.2. Should a non-compliance of the noise criteria occur, actions in accordance with the Event Action Plan as shown in Table 9.4 shall be taken.
9.3.6 Comparison of Measured and Predicted Results
Monitoring details and results including the comparison between the measured noise levels and the predicted levels shall be recorded in a report to be deposited to the EPD on a monthly basis. The report shall be certified by the Project Proponent before submission to the EPD.
9.3.7 Mitigation Measures
The relevant parties shall implement noise mitigation measures which
shall include, but not be limited to the following:
· Contract specifications on the sound power level of mechanical ventilation system shall be followed.
·
Off-route of lorries shall
not pass along the Wu Shan Road outside Yuet Wu Villa.
· Lorries queuing and vessel’s horning shall be controlled by WFM management and AFCD.
