10.1.1 This section further elaborates the recommended environmental
monitoring and audit (EM&A) requirements for the construction and operation
phases of the Project, based on the assessment findings of the various
environmental issues. The
objectives of carrying out EM&A for the Project include the following:
Provide a database against
which any short or long term environmental impacts of the Project can be
determined.
Provide an early indication
should any of the environmental control measures or practices fail to achieve
the acceptable standards.
Monitor the performance of the
Project and the effectiveness of mitigation measures.
Verify the environmental
impacts predicted in the EIA Study.
Determine project compliance
with regulatory requirements, standards and government policies.
Take remedial action if
unexpected problems or unacceptable impacts arise.
Provide data to enable an
environmental audit.
The following sections
summarise the recommended EM&A requirements. Details of the specific requirements are
presented in a stand-alone EM&A Manual.
Construction Phase
10.2.1 With implementation of the proposed dust suppression measures
stipulated in the Air Pollution Control (Construction Dust) Regulation, good
site practices and comprehensive dust monitoring and audit, the dust impact
would be further diminished.
10.2.2 Dust monitoring and auditing is recommended in the EM&A Manual
to ensure the efficacy of the control measures.
Operation Phase
10.2.3 There will be no exceedance of AQOs at the sensitive receivers. No mitigation measures or environmental
monitoring are considered necessary during the operation phase of the Project.
Construction Phase
10.3.1 Construction noise impacts from this Project would be expected at
the NSRs identified in this EIA.
Appropriate mitigation measures such as adoption of quiet PMEs and
movable noise barrier are required in order to alleviate the impacts to meet
the EIAO-TM criteria. Noise
monitoring during construction phase will be carried out to ensure that such
mitigation measures are implemented properly.
Operation Phase
10.3.2 After completion of the Project, traffic noise monitoring should be
carried out at the NSRs in the vicinity of the recommended direct mitigation
measures. The purpose of this
monitoring is to ensure that the proposed mitigation measures are effective to
alleviate traffic noise impact. The
Highways Department will be responsible for the operational phase monitoring. Qualified environmental team should be
employed to carry out the proposed monitoring. The parameters, monitoring equipment,
locations and procedures are presented in detail in the EM&A Manual.
Construction Phase
10.4.1 The water quality assessment has concluded that the identified water
quality impacts could be minimized by implementing the recommended mitigation
measures for the construction works, such as control measures on runoff and
drainage from the works areas to minimise construction run-off and proper site
management and good housekeeping practices. No unacceptable residual
water quality impact is expected. Any effluent discharges from the site
would be required to comply with the terms and conditions of a discharge
license, issued by EPD, under the WPCO.
10.4.2 It is recommended that regular site inspections be undertaken to
inspect the construction activities and works areas in order to ensure the
recommended mitigation measures are properly implemented.
Operation Phase
10.4.3
No residual impact is
anticipated during operation stage of the Project, EM&A requirement is
considered not necessary.
10.5.1 Waste management will be the contractor’s responsibility to ensure
that all wastes produced during the construction of the Project are handled,
stored, reused and disposed of in accordance with the recommended good waste
management practices and EPD’s regulations and requirements. The mitigation measures recommended in Section
6 should form the basis of the site Waste Management Plan (WMP) to be
developed by the Contractor at the construction stage. Under ETWB TCW No. 19/2005 “Environmental
Management on Construction Sites”, the Contractor is required to prepare and
implement an Environmental Management Plan (EMP) and the WMP becomes part of
the EMP.
10.5.2 It is recommended that the waste arisings generated during the
construction activities should be audited periodically to determine if wastes
are being managed in accordance with approved procedures and the site Waste
Management Plan. The audits should
look at all aspects of waste management including waste generation, storage,
reuse, transport and disposal. An
appropriate audit programme would be to undertake a first audit near the
commencement of the construction works, and then to audit on a quarterly basis
thereafter. In addition, the routine
site inspections should check the implementation of the recommended good site
practices and other waste management mitigation measures.
10.6.1 The overall potential ecological impacts from the Project are
considered to be minor. No specific
ecological monitoring programme is required. Environmental audit is needed to ensure
the ecological impacts from the construction and operation of the Project is
kept within acceptable levels, and the application and mitigation measures are
practical and effective.
10.7.1 The EIA has recommended landscape and visual mitigation measures to
be implemented during construction and operation phases of the Project. The EM&A is required to ensure that
the proposed mitigation measures are effectively implemented.
10.7.2 Baseline monitoring is required to record baseline conditions of the
site, in particular, changes of each landscape resource, landscape character
area and the view conditions of each visually sensitive receiver. Parameters used to describe changes in
each of the above should be the same as in Section 8 of EIA.
10.7.3 The baseline monitoring should be conducted as a one-off site survey
prior to commencement of any construction works.
10.7.4 During construction phase, all mitigation measures proposed in the
EIA should be implemented by the Contractor and would be audited by a landscape
auditor of the Environment Team, on a regular basis to ensure compliance with
the intended aims of the measures.
Site inspection should be undertaken at least once every two weeks
throughout the construction period.
10.7.5 The landscape auditor should also audit the operation phase
mitigation measures proposed in the EIA report and as depicted in the Landscape
Mitigation Plan to ensure that they are fully implemented within the Project design
and construction.
10.7.6 The monitoring and audit requirements are presented in detail in the
EM&A Manual.
10.8.1 The EIA has concluded that no potential land contamination concern
was identified within the project boundary. However, the existing off-site petrol
filling station located 2m
from the boundary of the Tuen Mun Road (TMR) Town Centre Section (assessment
area), near the junction of Tuen Hing Street and TMR, was identified as an
indirect concern. 3 boreholes was therefore proposed within the boundary of the
assessment area, at the immediate down gradient to the petrol filling station
to assess for the baseline condition of the soil and groundwater and the
potential migration of contaminants towards the assessment area, if any.
10.8.2 To minimize the potential health impact on the site workers, the
recommended environmental mitigation and safety measures should be implemented
and reviewed during the construction of elevated roads. Detailed requirements are provided in a
stand-alone EM&A Manual.
