5.             WASTE MANAGEMENT IMPLiCATIONS

 

Introduction

 

5.1          Construction and Demolition (C&D) materials, sediment, general refuse from workforce and chemical waste would be generated during the construction phase. During the construction period, it is the Contractor’s responsibility to ensure all the waste arisen from the Project are handled, stored and disposed of in accordance with good waste management practices, relevant legislation and waste management guidelines. Provided that these wastes are handled, transported and disposed of using approved methods and that the recommended good site practices are strictly followed, adverse environmental impacts would not be expected.

 

5.2          Regular audit and site inspection should be carried out at least once per week during construction phase by the ET to ensure that the recommended good site practices and other recommended mitigation measures are properly implemented by the Contractor. Details of the audit requirements are set out in Section 6 of this EM&A Manual.

 

 

Mitigation Measures

 

5.3          Waste management will be the contractor’s responsibility to ensure that all wastes produced during the construction of the Project are handled, stored and disposed of in accordance with the recommended good waste management practices and EPD’s regulations and requirements.  The mitigation measures recommended in EIA Report should form the basis of the site Waste Management Plan to be developed by the Contractor during the construction stage.

 

5.4          It is recommended that the waste arisings generated during the construction activities should be audited regularly by ET to determine if wastes are being managed in accordance with approved procedures and the site Waste Management Plan.  The audit should look at all aspects of on-site waste management practices including waste generation, storage, recycling, transport and disposal.  Apart from site inspection, documents including licences, permits, disposal and recycling records should be reviewed and audited for compliance with the legislation and Contract requirements.  In addition, the routine site inspections should check the implementation of the recommended good site practices and other waste management mitigation measures.

 

5.5          With the appropriate handling, storage and disposal of waste arising from the construction works as recommended in Appendix A, the potential of adverse environmental impacts is minimized.  During the site inspections, the ET should pay special attention to the issues relating to waste management and check whether the Contractor has implemented the recommended good site practices and other mitigation measures.
