8.1.1
This
section elaborates the requirements of EM&A for the Project, based on the
assessment results of various environmental issues.
8.1.2
The
objectives of carrying out EM&A for the Project include the following:
·
to provide a database against which
any environmental impacts of the Project can be determined;
·
to provide an early indication
should any of the environmental control measures or practices fail to achieve
the acceptable standards;
·
to monitor the performance of the
Project and the effectiveness of mitigation measures;
·
to verify the environmental impacts
predicted in this EIA;
·
to determine project compliance with
regulatory requirements, standards and government policies;
·
to take remedial action if
unexpected problems or unacceptable impacts arise; and
·
to provide data to enable an
environmental audit.
8.1.3
The
EM&A reporting shall be carried out in paper based plus electronic
submission upon agreeing the format with the ER and EPD. All the monitoring data (baseline and
impact) shall also be submitted in electronic format.
8.1.4
The
following sections summarise the recommended EM&A requirements. Details of EM&A are provided in the
EM&A Manual.
8.2.2
No
environmental monitoring and audit for potential noise impact during the
operation phase is considered necessary.
8.3.1
With
the implementation of the proposed dust suppression measures & good site
practices, no unacceptable dust impact would be expected at the air
sensitive receivers. No air quality monitoring
during the construction phase is considered necessary. However, regular inspections of the construction
activities and works areas should be conducted during the construction phase to
ensure proper implementation of the recommended mitigation measures.
8.3.2
No
air quality monitoring and audit during the operation phase is considered
necessary.
8.4.1
No adverse water quality impact would be
expected during the construction and operation of the Project, provided
recommended mitigation measures are properly implemented. Water quality monitoring is therefore not
considered necessary. However, it
is recommended that regular site inspections during the construction phase
should be undertaken to inspect the construction activities and works areas in
order to ensure the recommended mitigation measures are properly implemented.
8.5
Waste
Management Implications
8.5.1
Waste
management will be the Contractor’s responsibility to ensure that all waste
produced during the construction of the Project are handled, stored and
disposed of in accordance with the good waste management practices and relevant
legislation and waste management guidelines.
8.5.2
It
is recommended that the waste materials generated during the construction
activities, such as C&D materials, should be audited at regular intervals
to ensure that proper storage, transportation and disposal practices are
implemented. This would ensure the waste generated would be properly disposed
of. The Contractor would be responsible for the implementation of any
mitigation measures to minimize waste or mitigate problems arisen from waste
materials.
8.5.3
A
WMP, as a part of the EMP, should be prepared in accordance with ETWB TC(W) No.
19/2005 and submitted to the Engineer for approval. The recommended mitigation
measures should form the basis of the WMP. The monitoring and auditing
requirement stated in ETWB TC(W) No. 19/2005 should be followed with regard to
the management of C&D materials.
8.6
Landscape and Visual Impact
8.6.1
Landscape
and visual monitoring and auditing will be the Contractor’s responsibility to
ensure that all potential impacts on the landscape resources and the visually
sensitive receivers during the construction of the Project are alleviated to an
acceptable level in accordance with the recommended landscape and visual
mitigation measures, the EIAO-TM criteria and EPD’s regulations and
requirements. Appropriate landscape and visual mitigation measures recommended
in this EIA Report should form the basis for the site monitoring and review by
the Contractor at the construction phase.
8.6.2

construction and operation phases are provided in the EM&A Manual.
