11.    Environmental Monitoring and Audit



11.1       General

The following Section presents a summary of Environmental Monitoring and Audit (EM&A) requirements for each impact assessment described in this EIA Report.

11.2       Air Quality and Health Impact

Regular dust monitoring and monitoring of the VOC at the biopile exhaust is considered necessary during the carrying out of the Project and regular site audits are also required to ensure the dust control measures are properly implemented.  Details of the EM&A programme will be presented in the separate EM&A Manual.

11.3       Noise Impact

Given residual airborne noise impact is predicted during the carrying out of the Project, to ensure that the nearby Noise Sensitive Receivers (NSRs) will not be subjected to unacceptable noise impact, an EM&A programme is recommended.  Details on the noise monitoring requirements, methodology and action plans would be described in the separate EM&A Manual.

11.4       Water Quality Impact

Water quality monitoring programme is recommended to be implemented, as part of the management and control programme defined in the action plan of the EM&A Manual. Details of the water quality monitoring programme are specified in the EM&A Manual.

11.5       Waste Management Implications

Waste management will be the responsibility of the Contractor. The Contractor must ensure that all wastes produced during the carrying out of the Project are handled, stored and disposed of in accordance with good waste management practices and EPD’s regulations and requirement. The recommended mitigation measures should form the basis of the Waste Management Plan (WMP) to be developed by the Contractor throughout the project period.  The WMP shall be prepared and implemented in accordance with ETWB TC (W) No. 19/2005 Environmental Management on Construction Site.

Throughout the project period, regular site inspections as part of the EM&A procedures should be carried out to determine if wastes are being managed in accordance with approved procedures and the Waste Management Plan. Different aspects of waste management including waste generation, storage, recycling, treatment, transport and disposal would be included in the programme.

11.6       Land Contamination Impact

Bulk excavation of soil for decontamination works is planned to take place.  Therefore, environmental monitoring of decontamination works should be considered.  Monitoring should include regular site inspections.  All related procedures and facilities in handling/storing chemicals and chemical wastes should be audited regularly to make sure they are in order and intact and reported in the EM&A Reports.  

11.7       Ecological Impact

No specific ecological mitigation measure is required; however precautionary measure for site inspection of active bird nest and bat roost is recommended to be carried out prior to site clearance works as mentioned in Section 8.5. The recommended precautionary measure to avoid impacts on active bird nest and bat roost should be checked as part of the environmental monitoring and audit programme for the Project.

The implementation, monitoring and audit of the precautionary measure mentioned in Section 8.5 should be conducted as presented in the standalone EM&A Manual. In addition, the mitigation measures for air, noise, water and landscape aspects proposed in respective sections which are indirectly beneficial to the local ecology shall be checked as part of the environmental monitoring and audit procedures as presented in the standalone EM&A Manual.

11.8       Fisheries Impact

No specific fisheries mitigation measure is required. Therefore, no monitoring and audit programme on fisheries aspect is considered necessary.

11.9       Landscape Impacts

The implementation of the landscape impact mitigation measures proposed in Table 10.6 should be checked as part of the EM&A procedures during the carrying out of the Project as presented in the separate EM&A Manual. The implementation of the landscape impact mitigation measures proposed in Table 10.7 should also be checked as part of the EM&A procedures before the construction of the proposed future waterfront promenade.
