14.             SUMMARY OF ENVIRONMENTAL OUTCOMES AND OVERALL CONCLUSION

14.1          Project Summary

14.1.1      This Project is to upgrade the existing Tai O sewage collection, treatment and disposal facilities in Tai O and is classified a Designated Project under Items F4, P.1 and Q.1 of Part I, Schedule 2 of the EIAO.

14.2          Key Environmental Outcomes

14.2.1      The key environmental outcomes of the Project are summarised below.

14.2.2      Environmental benefits of the environmental protection measures recommended: With the adoption of the recommended mitigation measures, the potential environmental impacts associated with the Project will be minimised to acceptable levels. There would be no adverse residual environmental impacts.

14.2.3      Population and environmentally sensitive area protected: The upgrading of Tai O STW will improve the quality of effluent discharge from the existing Tai O STW as the existing sewage treatment process will be upgraded from preliminary treatment to secondary treatment. The costal water quality as well as the water quality sensitive receivers will be improved.

14.2.4      Environmentally friendly designs recommended: The proposed arising mains and sewer will run within the residential areas of Tai O. To minimise the potential construction noise impacts and public nuisances on the NSRs, it is recommended to adopt the hand digging for soil excavation works of constructing sewer.

14.2.5      Key environmental problems avoided: The objective of the upgrading works is to provide public sewers to all village houses as far as possible and to upgrade the treatment level of Tai O STW from primary treatment to secondary treatment so as to avoid deterioration of the water quality of receiving water body. Upon the completion of the project, the quality of effluent discharge from Tai O STW will be improved so the water quality in the receiving water body will be improved.

14.2.6      Compensation areas include: There is no significant habitat loss as a consequence of the Project. Thus there are no specific compensation areas.

14.3          Overall Conclusions

14.3.1      The EIA Report has provided an assessment of the potential environmental impacts associated with the Project. All environmental issues including air quality, noise, water quality waste management, land contamination, ecology, fisheries, cultural heritage and landscape and visual have been undertaken in accordance with the EIA Study Brief (No. ESB-211/2009).

14.3.2      The nature and extent of different environmental impacts arising from the construction and operation of the proposed Project have been addressed and quantified in the previous sections. In addition, a summary of assessment findings of these individual issues is provided at the end of each section. Appropriate mitigation measures have also been recommended for incorporation into the design, construction and operation phases of the Project for compliance of relevant environmental legislation and standards. The Implementation Schedules of the recommended mitigation measures are provided in Section 13.

14.3.3      In conclusion, the Project would comply with environmental legislation and standards with the implementation of the recommended mitigation measures and good site practice. An EM&A programme has also been recommended before and during the construction and operation phases of the Project to check the implementation and effectiveness of the recommended mitigation measures.
