7.           Waste Management

7.1         Introduction

7.1.1    Based on the waste management implication assessed in the EIA report, no significant impacts to nearby sensitive receivers are anticipated with proper implementation of good site practices and proposed mitigation measures.

7.2         EM&A Requirements During Construction Phase

Site Audit/Inspection

7.2.1    Site inspections and supervisions of waste management procedures and auditing of the effectiveness of implemented mitigation measures shall be undertaken by the ET on a regular basis (e.g. weekly as a minimum). These tasks shall be scheduled in the Waste Management Plan (WMP) to be prepared by the Contractor, and the site audits summary shall be presented in the EM&A reports.

Waste Management Practices

7.2.2    An on-site environmental co-ordinator shall be employed by the Contractor. Prior to commencement of Project works, the co-ordinator shall prepare a WMP (as part of the Environmental Management Plan) in accordance with the requirements set out in the ETWB TCW No. 19/2005, Environmental Management on Construction Sites, for the ER’s approval. The WMP shall include monthly and yearly Waste Flow Tables (WFT) that indicate the amounts of waste generated, recycled and disposed of (including final disposal site), and which shall be regularly updated.

7.2.3    The overall principles of construction waste management are to reduce waste generation and to reuse and recycle construction waste. The arrangement for avoidance, reuse, recovery and recycling, storage, collection, treatment and disposal of different categories of waste to be generated from the construction activities and the recommended mitigation measures are to be described in a WMP.

7.2.4    The WMP will indicate the disposal location(s) of all surplus excavated materials and wastes. A trip ticket system in accordance with the Development Bureau Technical Circular (Works) (TC(W)) No. 6/2010, Trip Ticket System for Disposal of Construction & Demolition Materials shall be included in the WMP. Surplus excavated materials and wastes shall only be disposed of at designated disposal locations unless otherwise approved by the Director. All measures recommended in the WMP shall be fully and properly implemented by the Contractor throughout the construction period.

Mitigation Measures

7.2.5    The Contractor shall be responsible for the design and implementation of the mitigation measures as recommended in Appendix 1, Table A1-5.
