Background
What are microbeads?
Microbeads are solid plastic particles with a size of less than 5mm; they are intentionally added in some rinse-off personal care and cosmetic products (PCCPs) for providing functions such as scrubbing, exfoliating or cleansing.
Where do microbeads go?
After use, microbeads in products are drained away with waste water
The majority of microbeads are incinerated with sludge
The rest will be discharged into the ocean with the treated effluent

Microbeads are regarded as the only source of ocean microplastics that are “intentionally added”. The Environmental Protection Department (EPD) launched the Voluntary Scheme for Phasing Out Microbeads in PCCPs (the Scheme) in September 2021, including cooperation with the trade in implementing the Bye Bye Microbeads Charter (the Charter).
Purpose of the Charter
- Progressively phase out rinse-off PCCPs containing microbeads in Hong Kong — reducing their emission and potential impact at source;
- Enhance public’s understanding of microbead-related subjects — relating our living to the environments; and
- Facilitate consumers in choosing microbead-free products — shaping green lifestyles.
