Checklist for a construction noise permit (CNP) application

If the applicant is a joint venture or consortium company, please provide the names of all the concerned incorporated mother companies. |

2. | Please provide a copy of the Business Registration Certificate of the applicant. | |
3. |
Please indicate previous CNP number, if any. |

4. | Please provide a copy of the Work Order and the Excavation Permit number, if any. | |
5. | Please provide in Part E.2 of the application form the actual number of working days required for the construction work. | |

Please provide a plan of appropriate scale (preferably 1:1000) just enough to show a clearly marked boundary of the work area where there are unavoidable constraints on working hours and the locations of any nearby noise sensitive receivers. An updated survey sheet issued by Lands Department is preferred. Please click here for examples. |

7. |
Each submitted photograph shall clearly show one Powered Mechanical Equipment (PME) only and shall be in 3R size colour photograph. Please click here for sample photographs of some commonly used PME. |

8. | Please submit a copy of the Noise Emission Label for each and every proposed air compressor and hand-held percussive breaker, if appropriate. | |
9. |
If the application involves powered mechanical equipment at fixed locations, relative distances of such equipment to the site boundary or grid lines shall be indicated in metres on the submitted plan(s). |

The applicant shall explore ways to avoid carrying out the construction works at restricted hours. If the applicant still wants to apply for a CNP, the applicant shall identify the practicable working hours that cause the least noise nuisance and provide justifications according to "Checklist to Explore the Feasibility of Daytime Roadwork". The applicant shall provide document(s) (such as comment from TD or Police, results of trial lane(s) closure, or minutes of TMLG meeting) to justify that the construction work cannot be carried out during the non-restricted hours and can only be carried out during the proposed working hours. |

If a CNP is issued for construction work with unavoidable constraints on working hours (e.g. road pavement work) even though the noise could not meet the limit, EPD would require the employment of the quietest practicable construction method.
