ENVIRONMENTAL PROTECTION DEPARTMENT

Part-time Senior Project Officer (Sewage Testing) [Salary: HK$670 per hour]

Entry Requirements: Candidates should have– 

(a) (i) a bachelor’s degree or above from a university in Hong Kong, or equivalent, in subject relevant to engineering, environmental or science; or
  (ii) a Corporate Membership of The Hong Kong Institution of Engineers admitted on or after 5 December 1975, or equivalent; 
(b)   at least ten years’ full-time working experience in environmental protection at supervisory level, including at least three years’ working experience in sewerage design/ sewerage impact assessment/ sewage surveillance;
(c)   proficient in the use of computer applications (e.g. Microsoft Word, Excel and PowerPoint); and
(d)   experience in using ArcGIS and PowerBI.


Duties: 
(a) To lead and manage a team of professional and technical officers in executing a sewage surveillance programme including vetting, reviewing and preparing proposals on survey of the sewage system of both public and private housing buildings;
(b) To liaise with senior management in the Health Bureau, Environment and Ecology Bureau, Department of Health and Drainage Services Department on any enquiries and special requests on the sewage surveillance programme;
(c) To supervise staff in liaising with other relevant government departments and outside parties, e.g. Incorporated Owners of buildings, building management office, etc., in executing the sewage surveillance programme;
(d) To be responsible for the expenditure planning, staff organisation, coaching and personnel management of the team; and
(e) To perform any other duties as assigned by the supervisor.

Other Job-related Requirements: The number of working hours per week, hours and venues of work may be varied having regard to the operational needs of the department.  The number of working hours will not normally exceed 17.5 hours per week and there is no guarantee on the minimum number of hours of work in any given period.  Successful candidate may be required to (a) work irregular hours and overtime, including evenings, weekends, Sundays and public holidays; and (b) work outdoors.  

Terms of Appointment: Successful candidate will be appointed on non-civil service contract terms with contract period up to 30 September 2026.

Fringe Benefits:  Successful candidate is not entitled to any fringe benefit normally applicable to a full-time staff under the Employment Ordinance (including but not limit to 14 days paid annual leave, rest days, statutory holidays (or substitute holidays), maternity/ paternity leave and sickness allowance, etc.), unless the employment undertaken by the employee for the Government constitutes a “continuous contract”.  No gratuity will be granted at the end of the contract period.
