Introduction
Electrification of public light buses (PLB) is one of the Government’s measures striving to achieve zero vehicular emissions and carbon neutrality before 2050. In view that no electric public light bus (e-PLB) is currently available which can meet the unique and challenging local operation requirements in Hong Kong, the EPD is preparing to launch a 12-month trial of e-PLBs, with subsidy provided to the participating e-PLBs, to test out and assess the operation and performance of e-PLBs and the associated charging facilities.
The Second Round Application for Trial under the "Pilot Scheme for Electric Public Light Buses"
The Pilot Scheme for Electric Public Light Buses (Pilot Scheme) is now open for the second round application for Trial and the deadline is 26 August 2024. The Environmental Protection Department (EPD) is implementing the trial in phases. Same as the first round application, the Public Transport Interchanges (PTIs) at Kowloon Tong (Suffolk Road) and Kwun Tong Yue Man Square will serve as the trial points for this round of application. The Government will subsidise successful green minibus (GMB) operators with 80% of the vehicle price for each electric public light bus (e-PLB) joining the Pilot Scheme.
An alternative subsidy payment arrangement will be provided in this round of application to streamline the release of subsidy. Apart from releasing the subsidy to the GMB operator, as the subsidy recipient, on a reimbursement basis, the GMB operator may apply for the release of subsidy at 80% of purchase price of the e-PLB joining the trial to the relevant Prequalified Supplier with the support of the invoice of purchase issued by the Prequalified Supplier and other relevant documents. Subject to the approval of the Government, the subsidy for purchase of the e-PLB may be advanced directly to the bank account of the nominated Prequalified Supplier after the e-PLB has been delivered and confirmed compliance with the relevant statutory requirements applicable. The GMB operator should settle the remaining 20% of purchase price of the e-PLB prior to applying to the EPD for such direct subsidy release.
The operators of GMB services with their terminus at the PTIs at Kowloon Tong (Suffolk Road) or Kwun Tong Yue Man Square or operating in the vicinity of Kowloon Tong (Suffolk Road) PTI, who are interested in participating in the Pilot Scheme, please submit the application on or before the deadline to EPD. Technical Guidelines for Electric Public Light Buses (Fast Charging Type) and the Associated Charging Facilities
The EPD has engaged a consultant to develop the basic specifications and requirements for e-PLBs and the associated charging facilities that suit Hong Kong’s operating environment. The Technical Guidelines for Electric Public Light Buses (Fast Charging Type) and the Associated Charging Facilities (the Technical Guidelines) which incorporated the specifications and requirements was issued in October 2020.
Result of Prequalification of Suppliers of Electric Public Light Buses
An open invitation was issued in October 2021 to potential electric vehicle (EV) suppliers for submitting proposal to be selected as a “Prequalified supplier” to supply e-PLBs for the Pilot Scheme. After vetting the proposals received, the supplier of the proposed e-PLB models (see list of Prequalified Suppliers below), which met the Technical Guidelines and other prequalification requirements, signed an agreement with the EPD to be a “Prequalified supplier” to supply the e-PLBs under the Pilot Scheme.
