I. Application for Registration as Registered Vehicle Scrapping Companies (RVSCs)
With an aim to progressively phasing out by the end of 2027 about 40 000 Euro IV Diesel Commercial Vehicles (DCVs), including diesel goods vehicles, light buses and non-franchised buses, the Environmental Protection Department (“EPD”) launched the ex-gratia payment scheme for phasing out Euro IV DCVs (the Scheme) in October 2020.
Interested vehicle scrapping companies may apply for registration as RVSCs under the Scheme.
II. Responsibilities of RVSCs
RVSC under the Scheme must:-
- keep complete and comprehensive records of the vehicles that have been scrapped for the Scheme with the prescribed log form, which are subject to random checking and inspection by the Transport Department (TD) and EPD;
- report to EPD within two weeks after the termination of business with the submission of the complete vehicle scrapping records that are required to be kept in (1);
- before scrapping, take a photo of the vehicle to be scrapped that clearly shows the vehicle’s unique chassis number (sample photos are shown on EPD’s webpage. If the vehicle’s unique chassis number is found damaged, advise the registered vehicle owner concerned to approach the Driving Licence Records Office of TD for verification of the number.) and verify that the vehicle’s chassis number is the one shown in the vehicle registration document;
- ensure that the vehicle concerned should only be scrapped upon completion of the photo taking and verification process in (3);
- issue a Vehicle Scrapping Certificate in prescribed format to the registered owners of the vehicles after scrapping the vehicles; and
- duly complete Parts B and C of the ex-gratia payment application form for the registered owners of the vehicles.
Failure to discharge the above responsibilities may render the registration of a RVSC cancelled.
III. Application Procedures
Vehicle scrapping companies can apply to EPD for registration under the Scheme by duly completing the application form and submitting it to EPD with the required documents.

IV. Sample Photos of Vehicle's Unique Chassis Number
Below are samples of the photo that RVSCs have to take before scrapping a vehicle. The photo must clearly show the vehicle’s unique chassis number. For the photo that RVSCs are required to take before scrapping a vehicle, each numeral and letter of the chassis number must be legible.

V. Vehicles with Damaged Chassis Numbers
If the vehicle’s unique chassis number is found damaged, the RVSC should advise the vehicle owner concerned to approach the Transport Department's Driving Licence Records Office for verification of the number.
RVSCs must ensure that the vehicles concerned should only be scrapped upon completion of the required photo taking and verification process.
