3. Guidances on Environmental consideration of RPIS Minor Projects
General (for all types of projects)
3.1 | Requirements of the Environmental Impact Assessment Ordinance (EIA Ordinance) should be checked to determine whether the RPIS Minor Project is a Designated Project under the EIA Ordinance. If yes, project proponent/works department has to follow all the requirements stipulated under the EIA Ordinance. Special attention should be paid on the projects falling within or in vicinity of country park, special area, conservation area, marine park or marine reserve, site of special scientific interest, fish culture zone, wild animal protection area, coastal protection area and bathing beach. In addition, the requirements stipulated in other environmental ordinances such as Air Pollution Control Ordinance, Noise Control Ordinance, Water Pollution Control Ordinance and Waste Disposal Ordinance, etc. should also be fulfilled. |
3.2 | Reference should be made to the Chapter 9 "Environment" of Hong Kong Planning Standard and Guidelines (HKPSG) for project planning. |
3.3 | Rural Planning and Improvement Strategy Minor Projects may have short term environmental impacts such as dust, noise, site run-off and construction waste disposal during construction stage. Appropriate environmental protection measures should be implemented to reduce the environmental impacts arising from the execution of works. Appropriate environmental pollution control clauses should be incorporated into works contract for implementation. These include Recommended Pollution Control Clauses and EPD's Professional Persons Environmental Consultative Committee Practice Note (ProPECC PN) 1/94 "Construction Site Drainage". |
3.4 | All projects should be designed to avoid or minimise impacts/damages to the natural environment including flora, fauna and wild life habitats. Felling of trees should be avoided as far as practicable. The spirit and requirements of the HKPSG Chapter 10 (Conservation) and DBTC (Works) No. 4/2020 - Tree Preservation should be followed. |
3.5 | To enhance the surrounding environment or to reduce the associated landscape impacts, landscaping works should be implemented, where appropriate, as part of the projects. |
