If the CNL is greater than the ANL, a CNP shall not be issued unless it is a special case under the Technical Memorandum on Noise from Construction Work Other Than Percussive Piling (GW-TM) and Technical Memorandum on Noise from Construction Work in Designated Areas (DA-TM)
