Proposed Amendments to the Noise Control Ordinance (Cap. 400)
(Consultation Period: 9 August 2023 – 8 October 2023)
Summary:
The Government proposes amendments to the Noise Control Ordinance, Cap. 400, with a view to strengthening control on the use of loudspeakers by shops and hawkers for peddling, introducing a fixed penalty system, adjusting the maximum fines and empowering the Authority to obtain information to enhance enforcement efficiency and deterrent effect. On the other hand, to enrich the vibrancy of Hong Kong and to promote its international image, we propose to suitably relax the restrictions on noise from festive celebration activities so that such activities held in places of public entertainment may continue after 11 p.m. under specific conditions. The consultation will last for two months until 8 October. Members of the public are welcome to offer their views.
