An Advisory Committee has been formed to offer technical advice and peer review to the study findings. It includes academics, representatives from professional institutions, relevant Government bureaus and departments including the Food and Health Bureau, the Development Bureau, the Agriculture, Fisheries and Conservation Department, the Food and Environmental Hygiene Department, the Department of Health, the Leisure and Cultural Services Department, the Drainage Services Department, and the Environmental Protection Department.

Two stages of public engagement will also be conducted during the study. The first stage is to seek views from the public on issues to be looked at in the study and the proposed review methodology. The second stage is to seek views on the WQOs to be proposed. We will engage relevant stakeholders and the public through public seminars and focus group meetings to seek their views.

The First Stage Public Engagement was conducted from 25 September 2009 to 31 December 2009. We organised a public seminar and a series of consultation sessions / focus group meetings involving a broad spectrum of the community such as the advisory councils / committees, District Councils, professional bodies, academia, special interest groups, and various business/trade organisations. The sound record of the Public Seminar, the meeting minutes and the written submissions from the public are given below. The views and suggestions received during the First Stage Public Engagement period are summarised in the "Summary Report of the First Stage Public Engagement".

Totally, 21 written submissions from the public were received
