Based on the findings of a study “Extension for Existing Landfills and Identification of Potential New Waste Disposal Sites” completed in January 2003, all the existing landfill capacity will be exhausted around mid to late 2010s if waste continues to grow at the current trend. Therefore, the Government has developed a Strategic Plan under this Study for the development of landfill extensions and new sites for the disposal of solid wastes in the next 50 years. The NENT Landfill Extension forms an integral part in the Strategic Plan in maintaining the continuity of landfill capacity in the territory, in particular the North East New Territories.
The Waste Facilities Group of the Environmental Protection Department (EPD) of the Hong Kong Special Administrative Region Government has commissioned Ove Arup & Partners Hong Kong Limited (Arup) in February 2005 to carry out the engineering feasibility and EIA Study for the North East New Territories (NENT) Landfill Extension. The Study was completed in April 2008.
