環境運輸及工務局局長在立法會財務委員會特別會議致辭（環境及自然護理）

在2007-08財政年度，環境保護及自然護理範疇獲得的撥款約為62億元。在62億元的撥款總額中，經營開支約為49億元，較去年的修訂預算增加10億元。新增的撥款，主要包括給予環保署推行優惠計劃，鼓勵車主盡早把歐盟前期和歐盟I期柴油商業車輛更換為符合最新的法定廢氣排放標準的新車。在非經營開支方面，2007-08年度的撥款約為13億元，較去年的修訂預算減少2億5千4百萬元。非經營開支減少，主要是由於一些基本工程計劃所需的現金流量有所減少或因工程竣工。

三項改善路邊空氣質素措施四月起實施
Three new roadside air quality improvement measures to be launched
三項減少車輛排放量的新措施將於四月一日起生效，以改善路邊空氣質素。政府會提供一筆過資助，鼓勵歐盟前期及歐盟Ｉ期柴油商用車輛的車主，更換為符合現行柴油商用車輛新車註冊排放標準（目前是歐盟ＩＶ期排放標準）的新車。此外，政府會寬減新登記環保汽油私家車百分之三十的汽車首次登記稅，寬減上限為每輛汽車五萬元。第三項措施是規定重逾四公噸的歐盟前期重型柴油車輛（跨境長怠速車輛除外）而其登記車身類型為混凝土車、溝渠清潔車、機動式起重吊車或壓縮缸車，必須安裝減少排放物器件。
Three new measures will be launched on April 1 to improve roadside air quality. Firstly, the Government will provide a one-off grant to encourage vehicle owners to replace their pre-Euro and Euro I diesel commercial vehicles by new commercial vehicles complying with the prevailing emission requirements for newly registered vehicles, which is Euro IV standard at the moment. Secondly, buyers of newly registered environment-friendly petrol private cars will enjoy a 30% reduction in first registration tax, subject to a ceiling of $50,000 per car. Thirdly, pre-Euro diesel vehicles of vehicle weight over 4 tonnes and with body types of concrete mixer, gully emptier, lorry crane or pressure tanker, except those issued with a cross-boundary road permit, will have to be installed with emission reduction devices. |

推出三十二億元資助計劃,鼓勵車主盡早把舊型柴油商業車輛更換為新商業車輛
$3.2 billion incentive scheme to encourage early replacement of old diesel commercial vehicles with new commercial vehicles
由2007年4月1日起，車主若把歐盟前期或歐盟一期舊型柴油商業車輛更換為符合最新的法定廢氣排放標準(現時為歐盟IV期標準)的新商業車輛，將獲一筆過資助。欲知詳情，請瀏覽資助計劃網站。
Starting from April 1, 2007, owners who scrap their pre-Euro and Euro I diesel commercial vehicles and replace them with new commercial vehicles complying with the prevailing statutory emission standard for registration of new diesel commercial vehicles, which is Euro IV emission standards at present, will receive a one-off grant. 新揮發性有機化合物規例減煙霧污染物
New Volatile Organic Compound (VOC) Regulation to cut smog-forming pollutants
二零零七年四月一日起生效的《空氣污染管制（揮發性有機化合物）規例》，將禁止輸入及本地生產揮發性有機化合物含量高於訂明限制的產品。受規管產品包括建築漆料/塗料、印墨、以及六類消費品。規例亦要求某些印刷機裝置減排設備。
The Air Pollution Control (Volatile Organic Compounds) Regulation, effective from 1 April 2007, will ban the import and local manufacture of products with VOC content exceeding the prescribed limits by phases. The regulated products include architectural paints/coatings, printing inks, and six types of consumer goods. The Regulation also requires certain printing machines to have appropriate emission control devices. |

政府提交強制性能源效益標籤條例草案
Bill to require mandatory energy efficiency labelling
政府將會向立法會提交《能源效益（產品標籤）條例草案》，旨在鼓勵市民採用具能源效益產品，有助減少溫室氣體及其他空氣污染物的排放。政府建議將雪櫃、冷氣機和緊湊型熒光燈（慳電膽）納入首階段的強制性標籤計劃。三類指定產品推行強制性標籤計劃後，每年可多節省一億五千萬度電，同時減少排放十萬五千公噸二氧化碳。
The Government will introduce the Energy Efficiency (Labelling of Products) Bill to the Legislative Council with a view to encouraging the public to use energy efficient products that help reduce the emission of greenhouse gases and other pollutants. The Government proposed to include three products - refrigerating appliances, room air conditioners and compact fluorescent lamps - in the initial phase of the mandatory Energy Efficiency Labelling scheme. With the implementation of the mandatory scheme for these three products, an electricity saving of 150 Gigawatt hours per year and an annual reduction of carbon dioxide emission of 105,000 tonnes will be achieved. |

獅子會國際青年交流2007獎學金環保徵文比賽
Lions International Youth Exchange 2007 Scholarship Environmental Essay Competition
十名學生在獅子會國際青年交流2007獎學金環保徵文比賽中脫穎而出，獲選參與海外交流活動。徵文比賽的總決賽暨頒獎典禮於2007年3月3日在奧海城二期舉行，十名勝出的學生及其他最後入圍者，分別演繹各自以環保為題的作品。環保署是徵文比賽的主辦機構之一，今年活動共收到來自70間中學的240份作品。
Ten students have been selected to participate in overseas exchange programmes after winning the Lions International Youth Exchange 2007 Scholarship: Environmental Essay Competition. They, together with other finalists, presented their essays on environmental issues in the Final Competition and Award Presentation Ceremony held on 3 March 2007 at Olympian City 2. The Essay Competition, with the EPD as one of the organizers, has attracted 240 entries from 70 secondary schools this year. |

《香港泳灘水質2006》報告現已發表
''Beach Water Quality in Hong Kong 2006'' report published
這份報告概述了2006年香港泳灘水質的狀況。2006年，香港泳灘的水質指標達標率為83%，與過去三年(2003至2005年)相同，顯著地高於1997年63%的達標率。此外，在過去十年，水質「良好」的泳灘數目，增幅超過一倍。泳灘水質的持續改善，有賴市民不斷的支持。
The annual report summarises the state of Hong Kong's beach water in 2006. The percentage of Hong Kong's beaches complying with the Water Quality Objective remained at 83% in 2006, the same as in the previous three years, and a significant increase from 63% in 1997. Moreover, the number of "Good" beaches has more than doubled over the past decade. The community's continued support is needed for further improvement of beach water quality in Hong Kong. |

環保署對本地空氣污染研究報告的意見
EPD comments on local air pollution report
《香港的空氣污染：探討本地及區域污染源的相對重要性》的研究報告的結果與環保署的監測數據是吻合的；環保署監測數據顯示，冬季的空氣污染水平較夏季為高。
該份研究報告呼籲政府針對排放源頭採取行動，這些源頭包括發電、陸上及海上運輸。這些建議與政府所採取一套減低本地源頭排放空氣污染物的全面措施，是不謀而合。 有關環保署對研究報告的詳細意見，請按此。
The findings of the report entitled "Relative Significance of Local vs Regional Sources: Hong Kong's Air Pollution" are consistent with EPD's monitoring data which indicates that air pollution levels are much higher in winter than the summer time.
The report called for action to target emission sources including power generation, land transportation and marine transportation, which are consistent with the comprehensive package of measures adopted by the Government to reduce air pollutant emissions from local sources. 環保署建議按污染者自付原則立法淨化海港
Law proposed to strengthen polluter pays principle in cleaning up harbour
環保署向立法會提交參考資料，文件內列出修訂法例的細節，按污染者自付原則分擔處理污水的費用。排污費將由七月一日起調整至十二元，明年調整至十三元。排污費在十年後會調整至大約二十七元，相對世界各地經濟發達的地區，收費仍屬於低水平，極具成本效益。
EPD set out the details of the legislative changes in a briefing paper submitted to the Legislative Council concerning proposals for the sharing of sewage treatment costs through applying the "polluter-pays principle". Sewage charge will become about $12 starting from July 1, 2007 and $13 the year after. In 10 years, it will rise to about $27, which will remain at the lower end of the global scale amongst developed economies and represent extraordinarily good value for money.

環保署截獲電子廢物
E-waste intercepted
環保署截獲一艘停泊在柴灣公眾貨物起卸區的內地貨船，船上約有四千部陰極射線管的廢電腦顯示器。環保署巳找到有關電子廢物的貨主，並作進一步調查。
根據《廢物處置條例》，廢陰極射線管是一種受管制的有害廢物。越境移運廢陰極射線管是受《控制危險廢物越境轉移及其處置巴塞爾公約》所監管。
EPD intercepted some 4,000 waste computer monitors with cathode ray tubes (CRTs) from a mainland-bound vessel berthed at Chai Wan Public Cargo Works Area in an operation. The owner of the e-waste has been identified and further investigation into the case is being conducted.
CRT waste in large quantity is hazardous waste subject to the control of the Waste Disposal Ordinance. Transboundary movement of CRT waste is also governed by the international Basel Convention on control over transboundary movement of hazardous waste.

電子廢物遣返來源地
E-waste returned to country of origin
較早前截獲載有有害電子廢物的八個貨櫃巳運回日本，貨櫃載有陰極射線管的廢電腦顯示器及電視機。今次行動是香港的環保署和海關，聯同日本環境省，透過交換資料、情報和聯合行動，共同合作的成果。基於了解到有關的廢物入口是違反《廢物處置條例》，日本環境省是同意今次的遣返廢物行動。
Eight intercepted containers of hazardous electronic waste namely waste computer monitors and television sets with cathode ray tubes had been returned to Japan. It is the result of the collaborating efforts of the EPD and the Customs and Excise Department of Hong Kong, and the counterpart authority of Japan in sharing information, intelligence and taking joint action. The return of the waste is made with the agreement of the Ministry of Environment of Japan on the understanding that the waste import in question was in violation of the Waste Disposal Ordinance in Hong Kong.
