綜合廢物管理設施初步選址
Potential sites for Integrated Waste Management Facility identified
因都市固體廢物量在過去多年持續上升，香港實有迫切需要減少需棄置廢物的體積。環保署經過全面的選址工作後，宣佈揀選了屯門曾咀及石鼓洲，為可供考慮興建綜合廢物管理設施的地點，綜合廢物管理設施將以先進焚化為核心技術，大幅減少都市固體廢物的體積。選址研究報告可以從環保署網址下載。
Hong Kong has a pressing need to reduce the volume of waste. As the amount of municipal solid waste has been on an increasing trend over the past years, the EPD announced that after a comprehensive site selection exercise, Tsang Tsui in Tuen Mun and Shek Kwu Chau were identified as potential sites for developing the Integrated Waste Management Facilities (IWMF) which would adopt state-of-art incineration as the core technology to reduce the volume of municipal solid waste. 珠江三角洲空氣質素管理計劃中期回顧研究結果
Pearl River Delta Regional Air Quality Management Plan Mid-term Review Findings
粵港合作聯席會議的第十次工作會議在一月八日審議及接納了《珠江三角洲空氣質素管理計劃》中期回顧研究報告，環保署與廣東省環境保護局並在當天共同發布研究報告結果。兩地政府重申持續推行《管理計劃》內的各項防治措施。同時，廣東省政府將會參考研究報告內的建議，在珠江三角洲經濟區加推強化防治措施。在會議上，雙方再次肯定有決心爭取在2010年如期達至粵港共同訂立的減排目標。研究報告可以從環保署網站下載。
On January 8, the 10th Working Meeting of the Hong Kong-Guangdong Co-operation Joint Conference considered and accepted the report on the Mid-term Review of the PRD Regional Air Quality Management Plan. EPD and the Environmental Protection Bureau of Guangdong Province jointly announced the report findings on that day. Both sides reiterated their commitment to continuing with the various control measures set out in the Management Plan. The Guangdong Provincial Government will implement additional emission control measures in the PRD Economic Zone taking account of the recommendations of the Mid-term Review. Both sides also reaffirmed their determination to achieve in time the mutually agreed emission reduction targets by 2010. The report (in Chinese only) is downdable from EPD website. |

檢討空氣質素指標諮詢會
Consultation forum on review of Air Quality Objectives
環保署於一月三十一日舉行公開諮詢會，聽取各界人士對檢討空氣質素指標及訂立長遠的空氣質素管理策略的意見，約有二百名市民出席，提出他們的意見。
The Consultation Forum on Review of Air Quality Objectives and Development of a Long-Term Air Quality Strategy was held on January 31. Some 200 citizens attended the forum to share their views. |

Secretary for the Environment visited US
環境局局長邱騰華訪問美國西岸，與負責環保事務及能源的官員和專家會面，並在商界午餐會就香港的環保工作發表演講，以及參觀可再生能源設施。
Secretary for the Environment, Mr Edward Yau, visited the west coast of the United States, where he met officials and experts on environmental protection and energy. He also addressed business luncheons on Hong Kong's environmental efforts, and visited renewable energy facilities. |

電腦業界推行電腦回收計劃
Computer Recycling Programme launched by the trade
在環保署的支持下，二十間本地及國際主要品牌的電腦供應商一同合作資助全港性的電腦回收計劃。由二○○八年二月廿五日開始，市民可以把舊電腦產品交給十四個公眾回收站，或由三月底開始按分區收集日期交給超過六百個在屋苑及工商樓宇所設立的回收站。
With the support of EPD, twenty leading local and international brands in the computer trade have joined hands to fund a territory-wide computer recycling programme. Commencing on February 25, 2008, the public can bring their used computer equipment to fourteen public collection points, or over 600 collection points set up at the housing estates, commercial and industrial buildings according to a district collection schedule commencing in late March. |

舊電腦及電器回收日
WEEE Recycling Days
環保署於二○○八年一月十九及二十曰 (星期六、日) 在全港舉辦舊電腦及電器回收日。環保署在全港設立超過六十個的公眾回收點（其中包括在社區中心、學校及大型屋苑設立多個回收點）。此外，約四百個屋苑亦積極響應，報名參加該維期兩天的回收日，協助收集屋苑住戶的舊電腦和電器產品。
January 19 and 20, 2008 (Sat and Sun) were the territory-wide Recycling Days for Waste Electrical and Electronic Equipment (WEEE). Over 60 public collection points (including points at community centres, schools and housing estates) were provided. In addition, some 400 housing estates have signed up to take part in the WEEE Recycling Days to recover used computer and electrical appliances from their residents. |

Lunar Year-end Recycling Campaign 2008
年近歲晚，市民有進行大掃除的習慣，將住所內的舊物棄置，以迎接新一年的來臨。環保署於二○○八年一月中至二月初推行「歲晚回收大行動」，主題為「綠色除舊歲，環保迎新年」，以推廣減少廢物、重用及循環再造。
Most people would like to clean up their homes thoroughly and dispose of their unwanted items to welcome the Lunar New Year. EPD is launching the Lunar Year-end Recycling Campaign during the period from mid January to early February 2008 with the theme "Recycle to Clean, Making New Year Green" to promote waste reduction, reuse and recycling. |

新界東北堆填區沼氣應用項目啟用
NENT Landfill Gas Utilisation Project commissioned
香港最大規模的應用堆填區沼氣的計劃──新界東北堆填區沼氣應用項目正式落成啟用。有關項目以堆填區沼氣作為替代燃料，可減少在煤氣生產過程中使用石化燃料用量和減低溫室氣體的排放量，有助改善空氣質素。
The Landfill Gas (LFG) Utilisation Project at the North East New Territories Landfill - the largest LFG utilisation project in Hong Kong - was officially opened. The project helped cut the use of fossil fuel in town gas production and reduce the emission of greenhouse gases, thus improving air quality. |

Government measures promote energy efficiency
本港已大力推行多項措施以減低溫室氣體排放及推廣能源效益。環境局局長邱騰華在「機電安全及能源效益」研討會開幕禮致辭時指出，立法會正審議強制性能源效益標籤計劃條例草案，政府並於二○○七年十二月就建議某些新建和現有樓宇須強制遵守《建築物能源效益守則》展開為期三個月的公眾諮詢。此外，立法會環境事務委員會在二○○八年一月二十八日就強制實施《建築物能源效益守則》舉行會議，委員會及出席會議的團體均支持有關的建議。
Hong Kong has taken vigorous measures to reduce greenhouse gas emissions and promote energy efficiency, the Secretary for the Environment, Mr Edward Yau said at the Symposium on Electrical and Mechanical Safety and Energy Efficiency. A bill on the mandatory Energy Efficiency Labelling Scheme is now being vetted by the Legislative Council, and a three-month public consultation on the proposed mandatory implementation of the Building Energy Codes for certain new and existing buildings was launched in December 2007. Also, at the meeting of the Legco Panel on Environmental Affairs on January 28, 2008, the Panel and the deputations present at the meeting supported the Government's proposal on the mandatory implementation of the Building Energy Codes. |

Government Efforts in Addressing Climate Change
政府在二○○八年一月二十八日向立法會環境事務委員會匯報了政府在應對氣候變化方面的工作，其中最新工作包括在提高建築物和消費產品能源效益方面建議採取的新措施；在與兩家電力公司簽署的新《管制計劃協議》內加入經濟誘因，促使更廣泛使用可再生能源；推廣使用生化柴油；為添馬艦政府總部大樓進行「碳審計」而正展開的準備工作；與內地和海外城市加強協作等。政府亦成立了「氣候變化跨部門工作小組」，負責督導即將展開的氣候變化研究。
On January 28, 2008, the Government briefed the Legislative Council Panel on Environmental Affairs on "Government Efforts in Addressing Climate Change", including new initiatives proposed for enhancing energy efficiency in buildings and consumer products, financial incentives included in the new Scheme of Control Agreements for power companies to promote renewable energy, promoting use of bio-diesel, tasks being undertaken to facilitate a carbon audit to be conducted for the Tamar Development project, as well as cooperation efforts with the Mainland and cities overseas in tackling the challenge. An Inter-departmental Working Group on Climate Change has been set up and will be responsible for steering a consultancy study to be commenced shortly. |

LegCo approved $1 billion capital injection into the Environment and Conservation Fund
近年來，環保及自然保育已成為公眾關注的議題。立法會財務委員會於一月十一日的會議上批准撥款10億元向環境及自然保育基金注資，以便推動社會支持和參與環保及自然保育。我們擴大基金的資助計劃範圍，以加強與社會各界合作，鼓勵市民共同參與，並促進環保及自然保育的跨境合作。
Environmental protection and nature conservation has become an issue of increasing public concern in recent years. The Finance Committee of Legislative Council approved at its meeting on January 11, $1 billion injection to the Environment and Conservation Fund so as to boost support and participation of the community on environmental protection and nature conservation. The scope of programmes to be supported under the Fund will be expanded to broaden partnership with different sectors in the community, to enhance community's participation and to encourage cross boundary collaboration in environment and conservation matters. |

LegCo approved $93 million for launching the Cleaner Production Partnership Programme
立法會財務委員會於一月十一日的會議上批准撥款9,306萬元予環保署，開展一項為期五年的「清潔生產伙伴計劃」。計劃旨在鼓勵和協助位於珠三角地區的港資工廠採用清潔生產技術和作業方式，以達至減排及提高效益，從而改善區域空氣質素。計劃將由香港生產力促進局負責推行，預期可於今年四月正式展開。
The Finance Committee of Legislative Council approved at its meeting on January 11 funding allocation of $93.06 million to EPD for launching a five-year Cleaner Production Partnership Programme. The Programme aims to encourage and facilitate Hong Kong-owned factories in the Pearl River Delta region to adopt cleaner production technologies and practices so as to reduce emissions and enhance energy efficiency, thereby making a contribution to improve the regional air quality. The Programme, to be implemented by the Hong Kong Productivity Council, is planned to be launched in April this year. |

Funds approved for the Advance Disinfection Facilities at Stonecutters Island Sewage Treatment Works
在昂船洲污水處理廠建造前期消毒設施的撥款，已於二○○八年一月十一日獲立法會財務委員會通過，目標完成日期將為二○○九年。配合區內其他污水收集系統改善計劃，該設施將有助早日重開已關閉的荃灣泳灘。前期消毒設施是「淨化海港計劃」第二期甲的重要部分。
On January 11, 2008, LegCo's Finance Committee approved funding for the construction of the Advance Disinfection Facilities (ADF) at Stonecutters Island Sewage Treatment Works for completion in 2009. The ADF, along with other local sewerage improvement projects, will facilitate the early re-opening of the closed Tsuen Wan beaches. It is an important part of Stage 2A of the Harbour Area Treatment Works. |
