Regional Air Quality Monitoring Network Results for 2009
EPD and the Department of Environmental Protection of Guangdong Province (GDEPD) on April 29 announced the report on the monitoring results of four major air pollutants (i.e. sulphur dioxide, nitrogen dioxide, ozone, and respirable suspended particulates) measured by the Pearl River Delta Regional Air Quality Monitoring Network for 2009. The average annual concentration of sulphur dioxide, nitrogen dioxide and respirable suspended particulates in the PRD region has decreased by 38%, 9% and 7% respectively in 2009 compared to the 2006, when the Network started to operate. Moreover, the concentration levels of sulphur dioxide and nitrogen dioxide decreased by 26% and 7% respectively in 2009 compared to the 2008 levels amid continuing growth of the economy in the region in 2009. These reductions are attributable to implementation of enhanced emission reduction measures by both sides. |

The Secretary for the Environment, Mr Edward Yau, said building a green city requires a lot of effort and so does constitutional development. The constitutional development of Hong Kong has come to a critical moment. Mr Yau said he hoped that the public was as concerned with constitutional development as they were with green living. People should be accommodating and build a consensus within the community through discussion, he said. This would be conducive to the progress of constitutional development. The Government has published a package of proposals for the methods for selecting the Chief Executive and for forming the Legislative Council in 2012. Passage of the proposed package will allow Hong Kong’s constitutional development to move a major step forward towards universal suffrage. For details, please read the proposed package. |

Full Steam Ahead on Stage 2A of Harbour Area Treatment Scheme
On 23 April 2010, the Finance Committee of Legislative Council (LegCo) approved $7.9 billion for the Government to proceed with the construction of the remaining part of Stage 2A of Harbour Area Treatment Scheme (HATS). Together with the LegCo’s approval of the first part of HATS Stage 2A at a cost of $9.3 billion in June 2009, this mega sewage treatment project is now proceeding full steam ahead. Upon completion in 2014, HATS Stage 2A will treat 450,000 cubic metres of sewage each day from Hong Kong Island at the Stonecutters Island Sewage Treatment Works. Together with the existing HATS Stage 1, about 1.85 million cubic metres of sewage each day in the Harbour catchment will be treated and disinfected before discharge. It represents the Government's major commitment to further improve the water quality in Victoria Harbour so that the public can enjoy a cleaner harbour. |
