Contract signing for Pillar Point Valley Landfill restoration
A contract signing ceremony was held today (October 14) for the restoration of the Pillar Point Valley Landfill in Tuen Mun.
The works contract was awarded to Swire SITA Waste Services Limited by the Environmental Protection Department.
The Pillar Point Valley Landfill was closed in 1996. It is the last of the 13 closed landfills in Hong Kong to be restored.
The Assistant Director of Environmental Protection (Waste Facilities), Dr Ellen Chan, said the Pillar Point Valley Landfill would be properly restored to minimise adverse environmental impact and prevent potential safety hazards arising from the site.
Under the contract, the contractor is required to design and build restoration facilities including a leachate management system, a landfill gas management system and an engineered capping layer.
Other works will include improvement to slope stability, landscaping of the site, and designing and building other ancillary facilities.
The construction works are expected to be completed by mid-2006.
"The contractor is also required to operate and maintain the completed restoration facilities.
"The operation and maintenance of the restoration facilities may last up to 30 years depending on the rate of degradation of the waste in the landfill, which will be monitored regularly," Dr Chan noted.
The capital cost of the restoration works is $221 million, and the cost of operating and maintaining the restoration facilities is about $9.4 million per annum.
"This design, build and operate contract will be implemented to meet stringent environmental and safety standards," Dr Chan added.
