Expression of interest in seeking approval for particulate reduction devices invited
The Environmental Protection Department is inviting suppliers to express interest in seeking approval for their particulate reduction devices for non-cross-boundary long idling pre-Euro heavy diesel vehicles.
Long idling pre-Euro heavy diesel vehicles are those that need to keep their engines running when stationary to support their ancillary equipment onboard. These vehicles weigh more than four tonnes and were first registered before April 1, 1995, with registered body type as concrete mixer, gully emptier, lorry crane or pressure tanker.
The Government aims to table the Air Pollution Control (Emission Reduction Devices for Vehicles) (Amendment) Regulation to the Legislative Council for negative vetting later this year.
"If the Amendment Regulation is approved, non-cross-boundary long idling pre-Euro heavy diesel vehicles are required to install an approved particulate reduction device starting April 1 next year," a department spokesman said today (October 27).
"In order to be approved under the Amendment Regulation, a particulate reduction device should be able to reduce particulate emissions of non-cross-boundary long idling pre-Euro heavy diesel vehicles by 35%.
"The invitation for expression of interest (EOI) is part of the preparatory work for implementing the Amendment Regulation," the spokesman said.
The Government completed a programme in 2005 to provide financial assistance to retrofit non-cross-boundary long idling pre-Euro heavy diesel vehicles with particulate reduction devices. About 95% of these vehicles have received financial assistance for the installation.
At present, all pre-Euro diesel vehicles (except long idling ones) are required to be installed with an approved particulate reduction device. Failing to do so will be liable to licence cancellation or refusal of licence renewal.
