EPD - Public Participation

Key Concerns and Follow-up Actions (Educational Institutions and TKO Community)

Stakeholder Key Concerns/Comments Follow-up Actions
Principals, teachers and students from primary and secondary schools Potential odour impact
  • odour was not detected by most of the teachers and students living in TKO but they were aware of the odour concerns
  • appreciate odour control measures and landfill design technology at the SENT Landfill
  • EPD explained the current odour control measures at the SENT Landfill and mentioned that stringent odour control will continue to be implemented at the SENT Landfill and the Extension.
  • The potential odour impact associated with the operation of the SENT Landfill Extension was assessed in the EIA and mitigation measures were recommended. The assessment concluded that with the implementation of the recommended mitigation measures, no unacceptable odour impact will be anticipated at the identified Air Sensitive Receivers.
  • The odour management and control measures recommended in the EIA will be implemented through contract requirements.
  • Landfill restoration and potential afteruse
  • After restoration, the landfill will be suitable for passive recreational uses. The potential afteruse will be investigated and examined in subsequent stages of the project.
Landfill technology and incineration
  • appreciate operation of the SENT Landfill maintained to high standard
  • support IWMF to treat waste
  • EPD explained the waste management framework in Hong Kong and how landfills in Hong Kong are designed and maintained managed to meet international standards.
TKO Community Potential odour impact
  • odour was not detected by most of the residences but some worried the odour problem will intensify with the Extension
  • suggested to implement odour mitigation measures proposed for the SENT Extension to the existing SENT Landfill as well
  • suggested arranging a visit to the SENT Landfill to better understand landfill operation
  • EPD explained the current odour control measures at the SENT Landfill and mentioned that stringent odour control will continue to be implemented at the SENT Landfill and the Extension.
  • The potential odour impact associated with the operation of the SENT Landfill Extension was assessed in the EIA and mitigation measures are recommended. The assessment concluded that with the implementation of the recommended mitigation measures, no unacceptable odour impact will be anticipated at the identified Air Sensitive Receivers.
  • The odour management and control measures recommended in the EIA will be implemented through contract requirements.
  • EPD has arranged site visits for the TKO residents and will continue to liaise closely with TKO residents.
  • Poor hygiene from RCVs
  • EPD has jointly work with other Government departments to monitor the cleanliness and hygiene of the RCVs
  • Alternative location for landfill extension
  • EPD explained that the area for landfill extension has been chosen carefully. If the SENT Landfill is to closed, RCVs will need to travel far further to the other two landfills, resulting in greater emission and noise impacts. Further details are provided in the EIA Report.
