Below are some tips for project proponent on reviewing an report.
- Understand the assumptions made in the report.
- Do you agree and accept the assumptions?
- Are the assumptions realistic and practicable?
- Assumptions include: plant schedule, plant inventory, construction methods, construction period, dredging rate, traffic data, discharge rate, operating hours, etc.
- Check whether Study Brief and TM requirements are met.
- Ask yourself common sense questions
- need for the project
- consideration of alternatives
- what have been done to avoid and minimize the environmental impacts?
- are the proposed mitigation measures practicable and effective, whether these measures successfully used in practice?(programme, cost, land availability, engineering feasibility, etc may be considered)
- who are the responsible parties for implementing and maintaining the measures?
- review the implementation schedule of mitigation measures recommended in the EIA report
- whether cumulative impacts have been adequately addressed?
- Conduct site visit to confirm
