6.2.2.1 |
In this section, all historic and cultural resources other than archaeological features are discussed. Whilst it is technically possible to distinguish those features of cultural significance separately from other buildings or monuments, they are considered together in this assessment since no explicit distinction is made in the statutory records. |

6.2.2.2 |
The known resource of historical and cultural buildings and monuments can be defined as follows:
- 50 of the total of 67 Declared Monuments as previously described which have been identified as cultural and historical sites (rather than archaeological sites);
- A further 8 Deemed Monuments. These are any feature, structure, building and artefact which the Antiquities Authority considers important for future selection as a Declared Monument. Deemed Monuments differ in status from Declared Monuments in that they usually are privately owned and though they are not statutorily protected, an agreement to preserve the monument has been reached between AMO and the owner for a specified period of time;
- A listing of a further 443 historic buildings and structures which have been assigned gradings of I, II, III according to their relative historical interest as follows:
- Grade I for buildings of outstanding merit for which every effort should be made to preserve them if possible;
- Grade II for buildings of special merit for which efforts should be made to selectively preserve;
- Grade III for buildings of some merit which are used as a pool for future consideration as possible monuments

6.2.2.3 |
Grading is assigned according to a set of evaluative criteria. These include the age of individual buildings, the architectural merits as well as their association with local historical events and personalities. |

More detailed information on all forms of archaeological, historical and cultural features is held within the Sites and Monuments Record which comprises a range of working files, excavation and survey reports, published and unpublished materials, maps, field notes and a variety of other records. |

6.2.2.5 |
A Hong Kong wide survey of historic buildings and structures has recently been undertaken by the Antiquities and Monuments Office (AMO). Although the results of this work have not been fully reported, it is expected that the existing heritage database will be increased over time with approximately 7,000 new features. Indeed, it is reported that Hong Kong presently has around seven thousand buildings dating from before the Second World War (Lung 1998). |
