政府分别与两间电力公司签署二○○八年后的新《管制计划协议》。新协议的主要条款，充分体现政府「两减，一开放」的政策目标，减低两电的准许回报率及确保两电会持续减低污染排放，同时为早日开放电力市场创造有利条件。
The Government has entered into the post-2008 "Scheme of Control Agreements" with the two power companies. The key terms of the new agreements fully reflect the Government's policy objectives of "reducing tariffs and emissions; and paving the way for an open market". |

Government welcomes views on mandatory implementation of Building Energy Codes
政府于二○○七年十二月二十八日就建议强制指定类别的新建及现有楼宇必须遵守《建筑物能源效益守则》，展开为期三个月的公众谘询。有关建议旨在提高建筑物的能源效益，缓减全球暖化和对付空气污染问题。谘询文件可于环境局网页下载。市民可于二○○八年三月三十一日或之前，以邮递（地址：香港湾仔税务大楼四十六楼环境局能源科（2））、传真（二一二三 九四三八）或电邮方式提出意见。
On December 28, 2007, the Government launched a three-month public consultation on a proposal to introduce mandatory implementation of the Building Energy Codes for certain new and existing buildings, with an aim of improving energy efficiency of buildings, alleviating global warming, and combating air pollution.The consultation document has been uploaded to Environment Bureau's website. Members of the public are welcome to forward their views and comments on or before March 31, 2008, to Energy Division (2), Environment Bureau by post (address:46/F, Revenue Tower, Wan Chai, Hong Kong), by fax (2123 9438) or via email. |

粤港持续发展与环保合作小组第八次会议在广州举行
8th meeting of Hong Kong Guangdong Joint Working Group on Sustainable Development and Environmental Protection (JWGSDEP) held in Guangzhou
环境局局长和广东省环保局局长于十二月十日共同主持粤港持续发展与环保合作小组第八次会议。在会上双方审议了各项专题合作进展情况，并确定了明年的工作计划。双方认为各专题合作进展良好，包括：落实《珠江三角洲地区空气质素管理计划》及其中期回顾研究，推动粤港两地企业开展节能及清洁生产，进一步深化濒危野生动植物保护的合作和交流，回顾后海湾（深圳湾）水污染控制联合实施方案，及保护东江水质的工作。在二○○八年，合作小组会继续加强和深化粤港两地的环保合作。
The Secretary for the Environment and the Director of Guangdong Provincial Environmental Protection Bureau co-chaired the annual JWGSDEP meeting on December 10. During the meeting, the two sides considered and reviewed the implementation of environmental co-operation initiatives, and further agreed on the work plan for 2008. The meeting noted that good progress had been made on various areas of cooperation, including implementation of the Pearl River Delta Regional Air Quality Management Plan; the mid-term review of the Management Plan; promotion of energy efficiency and cleaner production to industrial enterprises; stepping up co-operation and exchanges on the protection of endangered animal and plant species; review of the Deep Bay (Shenzhen Bay) Water Pollution Control Joint Implementation Programme; and protection of the water quality of Dongjiang. For 2008, the JWG will continue to strengthen and enhance co-operation on environmental protection between the two places. |

Product Eco-responsibility Bill to be introduced
政府将于二○○八年一月九日向立法会提交《产品环保责任条例草案》，为推行生产者责任计划提供法律基础，并以塑胶购物袋环保征费作为《条例草案》内首个生产者责任计划。
The Government will introduce the Product Eco-responsibility Bill to the Legislative Council on January 9, 2008 to provide a legal framework for implementing producer responsibility schemes, with the environmental levy on plastic shopping bags as the first scheme under the bill. |

管理协议试验计划取得满意成果
Nature conservation pilot projects show promising results
环谘会自然保育小组成员到参与管理协议试验计划的塱原及凤园巡视，了解试验计划的进展情况。小组主席黄玉山教授表示，非政府机构、土地拥有人、农民及地区人士积极参与优先保育地点的保育工作，改善有关地点的生态价值，取得满意的成果。
Members of the Nature Conservation Subcommittee under the Advisory Council on the Environment visited Long Valley and Fung Yuen to see how the pilot scheme for Management Agreements projects was progressing. The Chairman of the Subcommittee, Prof Wong Yuk-shan, noted that the efforts made by NGOs, landowners, farmers and the community in conserving sites had enhanced conservation value of the priority sites. |

龙鼓滩发电厂续发牌照
Black Point Power Station licence renewed
环保署续发龙鼓滩发电厂的牌照，有效期由二○○八年一月一日至二○○九年十二月三十一日。为使电力公司能采用更多天然气取代燃煤发电以减低污染物排放量，我们在续发牌照的条款中引入抵销安排，容许龙鼓滩发电厂因增加天然气发电量而排放更多污染物时，以青山发电厂相应地减少同类污染物排放量五点六至五十八倍以作抵销。这抵销安排将确保发电总排放有更大的净减值，与政府逐步收紧减排的政策相符，以确保香港达致二○一○年的减排目标。
The EPD issued the renewed licence for Black Point Power Station, effective from January 1, 2008 until the end of 2009. To facilitate the power company to use more natural gas for power generation in place of coal with a view to reduce emissions, an offsetting arrangement is introduced as a licensing condition so that the increase in emissions at the station due to the use of additional natural gas may be offset by a corresponding reduction at the Castle Peak Power Station by a ratio ranged between 5.6 to 58 times, depending on the particular different pollutants. This offsetting arrangement will ensure a greater net reduction of the overall emissions from power generation and is consistent with Government's policy to progressively tighten the emission caps to ensure that Hong Kong will achieve the 2010 emissions reduction targets. |

政府欢迎各界持份者在可持续发展委员会举办的空气质素高峰会上提出的意见，综合「更佳空气质素」社会参与过程所收集的意见。政府会充分考虑有关的建议，并期待委员会在二○○八年年初提交参与过程的报告。
The Government welcomes the views expressed by stakeholders at the Air Summit organised by the Council for Sustainable Development (SDC) in reviewing and consolidating the views gathered during the engagement process on Better Air Quality. The Government would give due consideration to their recommendations, and looks forward to receiving SDC's engagement report in early 2008. |

Turn Off Idling Engines & Healthy Living Launch Ceremony
香港西区扶轮社及环保署合办的「清新空气、停车熄匙开展仪式」于二○○七年十二月二日在香港公园举行。近百名市民、学生及嘉宾出席是次活动。主礼嘉宾包括国际扶轮3450区地区助理总监蔡泽华、环境局常任秘书长王倩仪、行政会议成员梁智鸿、中国香港体育协会暨奥林匹克委员会义务秘书长彭冲以及香港西区扶轮社社长余国梁。七名香港代表队运动员获委任为环保大使，与学生义工一同宣读誓词宣扬环保。
The Rotary Club of HK Island West and the EPD co-organised the "Turn Off Idling Engines & Healthy Living Launch Ceremony" on December 2, 2007 at Hong Kong Park. Nearly 100 guests, students and members of the public attended. The event was officiated by AG Peter Choy, Assistant Governor of Rotary International District 3450; Ms Anissa Wong, Permanent Secretary for the Environment; Dr Leong Che-hung, Member of Executive Council; Mr Pang Chung, Hon. Secretary General of Sports Federation & Olympic Committee of HK, China; and Mr Tony Yue Kwok-leung, President of Rotary Club of HK Island West. Seven Elite Athletes were appointed as Ambassadors who took an oath with the student volunteers to promote environmental protection. |

Speaking at the opening ceremony of the International Conference on Environment and Health 2007, the Secretary for the Environment, Mr Edward Yau said the Hong Kong SAR Government had integrated environmental and health considerations in framing the strategy to address air pollution, and it was sparing no efforts in reducing emissions from different sources in a serious and responsible way. |

Promotion of cleaner production in the Pearl River Delta Region
立法会环境事务委员会于十二月十七日的会议上，表示支持环保署所建议为期五年的「清洁生产伙伴计划」。该计划将进一步鼓励在广东省的港资企业采用综合清洁生产技术，协助改善区域空气质素和环境，并与业界分享有关技术和经验。
The Panel on Envirnomental Affairs of Legislative Council at its meeting on December 17 supported the EPD's proposal to introduce a 5-year "Cleaner Production Partnership Programme" to further encourage Hong Kong enterprises in Guangdong to play a part to improve the regional air quality and environment by adopting comprehensive cleaner production measures. Useful practices would be shared amongst the industrial sectors. |

A Proposal to Amend the Air Pollution Control Ordinance (Chapter 311)
政府在二○○七年十二月十七日，就建议在《空气污染管制条例》下设定电力行业空气污染物的排放总量上限，以便香港特区在二○一○年达到减排目标、容许排污交易可作为符合排放总量上限的替代方法以及修订有关的上诉条文，确保上诉委员会独立公正地运作等事宜，谘询立法会环境事务委员会。
On December 17, 2007, the Government consulted the Panel on Environmental Affairs of Legislative Council on the proposal for the imposition of emission caps on the power generation sector for meeting the 2010 emission reduction targets of the HKSAR territory, facilitating the use of emissions trading as an alternative means for compliance with the emission caps, and the amendment of the appeal provisions to ensure the independent and impartial operation of the Appeal Board under the Air Pollution Control Ordinance. |
