Insights to Promote Continuous Improvement..
With a view
to seeking continuous improvement, a review of the implementation
of the EIA Ordinance was carried out by the Environmental Protection
Department after 18 months of its operation. The review became an
initiative included in the Chief Executive's 1998 Policy Address.
It was completed in August 1999. Please refer to Appendix XI to
view the full review paper.
The review compared
operational performance statistics between the statutory EIA process
and its previous administrative version, which was used prior to
1 April 1998. The review also incorporated views and opinions gathered
from various interest groups, individuals and other stakeholders
in the EIA process.
Stakeholders
included the Advisory Council on the Environment's EIA Subcommittee,
the Hong Kong Institute of Environmental Impact Assessment, the
Hong Kong Environmental Law Association, all project proponent departments
and relevant authorities under the Ordinance. The Ordinance was
also introduced through presentations given to all 18 Provisional
District Boards during the review period to obtain the views of
Board members.
A great deal
of valuable feedback was received during the review. Most notably,
suggestions towards improving information access, transparency and
public participation in the EIA process were gained.
